3 A RESOLUTION TO ESTABLISH THE HEIGHTS BUSINESS
4 ASSOCIATION (HBA) TEMPORARY ENTERTAINMENT DISTRICT,
5 FOR THE DATES OF NOVEMBER 9, 2025, NOVEMBER 20, 2025, AND
6 DECEMBER 18,2025;AND FOR OTHER PURPOSES.

8 WHEREAS, on September 22, 2025, the City of Little Rock received an application from the
9 Heights Business Association("HBA")requesting the establishment of a Temporary Entertainment District;
10 and,
11 WHEREAS,the requested district area runs along Kavanaugh Boulevard,from University Avenue
12 on the west to Polk Street on the east; and,
13 WHEREAS, the district additionally includes the area along Kavanaugh Boulevard extending
14 north from Cantrell Road along the eastern side of Kavanaugh Boulevard to the intersection of Club Road
15 and North Van Buren Street; and,
16 WHEREAS, the district further includes the area zoned for business immediately north of the
17 intersection of Club Road and North Van Buren Street; and,
18 WHEREAS,pursuant to Little Rock,Ark.,Ordinance No.21,761 (July 23,2019)("LRO 21,761")
19 the City of Little Rock may authorize the creation of temporary entertainment districts consistent with
20 Arkansas State Law; and,
21 WHEREAS,the establishment of such a Temporary Entertainment District is intended to promote
22 local businesses, encourage community engagement, and support economic vitality within the Heights
23 neighborhood.
24 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
25 CITY OF LITTLE ROCK,ARKANSAS:
26 Section 1. The City of Little Rock hereby approves the application of the Heights Business
27 Association for the establishment of a Temporary Entertainment District as described herein.
28 Section 2. Boundaries. The boundaries of the Heights Temporary Entertainment District
29 runs along Kavanaugh Boulevard, from University Avenue in the west to North Polk Street in the east.
30 In addition,the district includes Kavanaugh Boulevard from Cantrell Road running north along the eastern
31 side of Kavanaugh Boulevard to the intersection of Club Road and North Van Buren Street. Finally,the
32 district includes the area zoned for business immediately north of the intersection of Club Road and North
33 Van Buren Street.

1 Section 3. Timeframe. The Heights Temporary Entertainment District will be designated as a
2 Temporary Entertainment District upon the adoption of this Resolution and shall expire on December 18`h,
3 2025.The dates and times are November 9th from 1:00 p.m. until 5:00 p.m.,November 20th from 5:00 p.m.
4 until 9:00 p.m. and December 18t from 1pm until 9pm. The City reserves the right to amend boundaries
5 and hours of operation at its sole discretion.
6 Section 4. The Temporary Entertainment District shall be operated in accordance with all
7 applicable provisions of LRO 21,761, and any relevant state and local laws governing such activities.
8 Section 5. Severability. In the event any title, section, paragraph, item, sentence,clause, phrase,
9 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
10 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
11 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
12 resolution.
13 Section 6. Repealer. The provisions of all technical codes, ordinances and codes of ordinances in
14 conflict with the provisions of this ordinance are hereby repealed.
