A landscape irrigation system shall be required for developments of one (1) acre or larger. For developments of less than one (1) acre a there shall be a water source within seventy-five (75) feet of the plants to be irrigated. Safety procedures, size and placement of new trees, and the repair of any disturbed areas has been addressed on the plan or the submitted documents. The City Beautiful Commission recommends preserving as many existing trees as feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger. These trees are 99% Pine and vary in size. They range from 4" diameter to 30" in size and average 11" in size. The local electric company, Entergy, severely pruned these trees causing them to be both unsightly and hazardous. Our insurance company has requested they be removed also (see attached letter). The area includes large power lines that limit both the amount of trees and the size of tree in which can safely, be re- planted. The order of operations for tree removal per Entire Tree Service follows: 1) Actions taken to ensure safety of traffic and pedestrians: Once at the job location orange safety vests will be wom along with hard hats and orange cones will be set out and properly spaced to identify a parked vehicle. Traffic signs will be placed in increments of 200 feet and 600 feet behind work vehicle to indicate tree work is being performed ahead. There will be sidewalk closures and a hazardous working environment therefore our company will ensure pedestrians safe passage by placing caution cones and stopping all work until pedestrians have passed. At the end of the day, all worked in areas will be cleaned of debris and trip hazards to ensure the safety of vehicle and pedestrian travel. 2) Actions taken to remove all trees as specified in contract for West Park Apartments: Once traffic and pedestrian safety has been established we will then have a safety meeting to discuss on the job safety as well as job procedures for the day. There will be close proximity of high voltage transmission lines all trees will be taken down one at a time for this reason. Limbs will be removed going up the tree first and six foot log sections will be cut and dropped or lowered by rope if the area has close quarters to a sidewalk or road. Once several trees have been cut down a grapple truck will be used to remove debris and taken to disposal site. At the end of the day all worked in areas will be cleaned of debris and trip hazards to ensure the safety of vehicle and pedestrian travel. All safety signs and orange cones will be removed and inspected for damage and prepared for next work day. Once the trees are removed and stumps ground the applicant Plans to re -Plant the area with the following landscape plant material: 18-Ked6ud Forest Pansy Trees, two-inch (2") caliper in size 4-Foster Holly Trees, two-inch (2") caliper in size All disturbed areas to be re -sodded; match existing. Warvel.- Mar 26 02 08:45p Barnett Insurance Agency 5012240711 p.1 3/27/2014 Westpark Meadow Apartments Real Estate Management Corp 1701 Westpark Drive Little Rock, AR 72204 Re: Nationwide Insurance Property and General Liability Insurance Policy# BPHF 5604759517 In regard to the large trees on your property that are close to both power lines and structure, yes this is a concern and recommendation that they should be kept health, trimmed and/or removed safely in order to prevent both Liability issues and property damage of both WestPark Meadows and others. : Root systems from large trees that also affect the sidewalks used by Pedestrian traffic are also a concern I if they fall or are injured because of this on your property since you are such a large complex with several hundred tenants that utilize the sidewalk on your property with access to Boyle Park Inspections are made time to time by Nationwide and other major insurers and this type of hazard is definitely on the recommendation list. Most especially if power lines are nearby that can be severed by either a tree fall or debris that can damage property and possibly cause loss of life through direct fall of a tree or fire damage from a power line that comes into contact with a budiding. Strongly urge you that both local authority/civil is notified of this hazard for resolution as well as the J utility company to see if they can contribute or assist before work is begun on the property around the power lines.
