Dear Members of the City Beautiful Commission,
We are writing in reference to the Little Rock Technology Park Authority's (LRTPA) request for a
landscape variance for the parking lot that will replace the building at 114 E. Capitol Ave., which is soon
to be razed.
We understand that the variance is being requested because the parking lot is to be replaced by further
development, including an 800 car parking garage and retail space in Phase 3 of the LRTPA's plan. Our
concern is that completion of Phase 3 seems to be years away (no target dates for completion of any
phases beyond Phase 1 appear on the LRTPA website), and unimproved surface parking lots are a great
detriment to the fabric of our downtown.
At our own initiative and cost, Christ Church has invested in the landscaping around the perimeter of the
church property, including planting several dozen hydrangeas directly across from the unsightly lot
between our site and the Junior League of Little Rock. The Junior League has made wonderful
improvements to its landscaping as well, but the lot remains a scar and a division between two historic
buildings that house important activities for our downtown.
We are excited to have the Technology Park as our new neighbor. But we respectfully ask the commission
to realistically consider the time frame for which the proposed lot might remain unimproved. In fact,
knowing that there are few certainties in the future for any of us, the possibility that the LRTPA's plans
not reach Phase 3 should not be dismissed. Should this be the unfortunate case, downtown would
potentially be left with yet another blank slab of asphalt for many years to come.
Please know that our comments are not to be understood in any way as a lack of support for the LRTPA's
mission or presence in our neighborhood. We simply believe that, especially given the scale of their plans,
abiding by the landscaping requirements for parking lots would not be a terribly onerous contribution to
the beauty and vibrancy of our downtkFrk

Application is hereby made to the City Beautiful Commission pursuant to Little Rock Code of
Ordinances Chapter 15, relative to property located at: Parcel 34LO200103600
114 E. Capitol Ave., Little Rock, AR 72201
Zoned UU in the Central Business District District.
Request a Landscape Variance be granted to allow the LR Technology Park to pave a parking lot
on the footprint of the building at 114 E. Capitol that will be razed. The proposed
parking lot will be bordered by an alley to the West and North and an existing parking
lot to the East. The new lot will be temporary and eventually replaced by a parking deck

ON AN APPLICATION FOR LANDSCAPE VARIANCE
TO ALL OWNERS OF LAND lying within 200 feet of the boundary of property at:
ADDRESS: 114 E. Capitol Ave.
GENERALLOCATION: Downtown a half block east of Capitol & Main intersection
OWNED BY: Little Rock Technology Park Authority (LRTPA)
NOTICE IS HEREBY GIVEN THAT an application for landscape variance(s) on the above property has been
filed with the Plans Development Administrator, Department of Planning and Development,
723 West Markham, requesting variance(s) from:
(1) The Perimeter Planting Strips provisions of Section 15-96
of the Little Rock Code of Ordinances to permit:LRTPA to pave the footprint of the soon to be razed
114 E. Capitol building with a parking lot less the perimeter planting strips
requirement. The south boarder of the lot is currently landscaped with existing trees.
West and North borders are an alley and East is an existing parking which we also own.
(2) The Interior Landscape Areas provisions of Section 15-97
of the Little Rock Code of Ordinances to permit: LRTPA to repave the footprint of the soon to be razed
114 E. Capitol building without providing interaor andscape. The parking at is
temporary and will be replaced by a parking deck in Phase 3 of the project-

A public hearing on said application will be held by the Little Rock City Beautiful
Commission on May 5 , 20 16 , at 11: 30 a.m. The meeting will be held at Curran
Hall, located at 615 East Capitol Avenue.
All parties in interest may appear and be heard at said time and place or may notify the City Beautiful
Commission of their views on this matter by letter. All persons interested in this request are invited to
call or visit the Plans Development Administrator, 723 West Markham, 371-4864, to review the
application and discuss same with the staff.
