INSTRUCTIONS FOR MAKING
APPLICATION FOR LANDSCAPING VARIANCE
TO THE LITTLE ROCK
CITY BEAUTIFUL COMMISSION
1. The applicant (owner or authorized agent) shall appear at the Office of the Plans Development
Administrator, Department of Planning and Development, 723 West Markham, Little Rock, AR and
complete the required application forms.
2. The applicant shall submit as part of the application, three (3) copies of a recent survey, certified by a
registered land surveyor, showing all existing and proposed improvements with all dimensions
pertaining thereto. (The proposed improvement may be illustrated on a separate drawing.)
3. After properly filing the application, the applicant shall give notice as required by the By -Laws of the
City Beautiful Commission. The cost of these notices shall be borne by the applicant.
(NOTE: This notice is not a petition of approval or disapproval.)
"Before the City Beautiful Commission shall consider a request for
landscaping variance of any property, the petitioner for such variance
shall first give not less than ten (10) days written notice of the time, place and
date of public hearing thereon to all the record owners of property situated
within 200 feet thereof as certified by a licensed abstractor. Said notice shall be
sent by certified registered mail to the last known address of such record
owner(s) and the petitioner shall execute and file with the Plans Development
Administrator, Department of Planning and Development, showing compliance
herewith attaching as exhibits to said Affidavit official evidence that said
notices have been so mailed."
4. The Affidavit required and supporting exhibits (return receipts, and copy of notice) shall be filed with
the Plans Development Administrator no later than six (6) calendar days prior to the meeting date.
5. The applicant shall post the sign furnished at the time of filing at the front of the property so that it
can be seen from the street, at least ten (10) calendar days before the meeting. If for any reason the
sign should be destroyed of torn down, a replacement may be obtained from this office.
6. The applicant or agent shall be present at the meeting in order to answer any questions the
Commission members of interested parties may have.

1. Site plan must comply with the City's minimal landscape and buffer ordinance requirements.
2. Site Layout Plan varies from the plan approved by the Planning Commission (Z-3371-YY).
Submit three (3) copies of the revised site plan to Subdivision Administrator Donna James for
review and approval.
Dumpsters and trash containment areas shall not be located within the front yard
setback area or exterior side yard setback area.
Dumpsters or trash containment areas shall be screened and gated. The screen shall exceed
the height of the dumpster or trash containment areas by at least two (2) feet not to exceed
eight (8) feet total height.
• Note or graphically indicate on the plan dumpster enclosure is gated.
3. Signage is to be reviewed and permitted separately.
4. Eight percent (8%) of the vehicular use area must be designated for green space; this green
space needs to be evenly distributed throughout the parking area(s). The minimum size of an
interior landscape area shall be three hundred (300) square feet for developments with more
than one hundred fifty (150) parking spaces. Interior islands must be a minimum of seven and
one half (7 1/2) feet in width. Trees shall be included in the interior landscape areas at the rate
of one (1) tree for every twelve (12) parking spaces.
• There is approximately 95,000 sq. ft. of vehicular use area. Interior green space should
equal no less than 7,600 sq. ft. Islands less than 300 sq. ft. in area cannot be counted to
meet this requirement. Approximately 5,000 sq. ft. of interior green space is shown on
the plan can be counted to meet this requirement.
The parking area shall be screened from the adjacent right-of-way. Shrubs shall be provided at a
rate of three (3) feet on center in order to provide continuous full screening of the view. Seventy-
five (75) percent of the shrubs to be used for screening purposes shall be evergreen varieties.
• Approximately fifty-five (55) shrubs will be required in the perimeter south of the
parking entry off Colonel Glenn Plaza Drive.
• Approximately ninety-five (95) shrubs will be required in the perimeter north of the
parking entry off Colonel Glenn Plaza Drive.
Note: Shrub credit can be given to evergreen trees that are full to the ground. Note in
the Plant Schedule if evergreen trees are "standard" (tree form) or "full -to -ground".
7. Required landscape has not been provided on the north perimeter. Trees shall be planted with
an average linear spacing of not less than thirty (30) feet within the required landscape area. In
addition three (3) shrubs or vines shall also be planted for every thirty (30) linear feet of this
planting strip.
■ Approximately seventeen (17) trees and fifty (50) shrubs are required for this area.
8. One (1) tree and four (4) shrubs shall be planted in the building landscape areas for each forty
(40) linear feet of vehicular use area abutting the building excluding truck loading or service
areas not open to public parking. There is approximately three hundred and seventy (370) linear
feet of building adjacent to the vehicular use area. Plant materials can be used only once to
meet any given requirement. Nine (9) trees and thirty-seven (37) shrubs will be required to
meet the building landscape requirements. There are only five (5) additional trees shown on
the plan that have not been counted to meet other requirements.
• Provide four (4) additional trees and twenty-five (25) additional shrubs to meet building
landscape requirements.
9. Developments with one hundred fifty (150) or more parking spaces shall have single -trunk trees
with a minimum caliper of three (3) inches measured twelve (12) inches above grade at planting
to satisfy fifty (50) percent of the requirement. The remaining minimum caliper requirement
may be reduced to two (2) inches measured twelve (12) inches above grade at planting.
• Provide 3" caliper trees to meet requirements.
10. Shrubs must be eighteen (18) inches in height at installation to receive credit.
• Provide specification on plan stating shrub material will be a minimum of 18" in height
at installation.
13. A symbol shown on the north and west perimeters of the site adjacent to the parking curb is not
listed on the plan.
• Clarify.
12. A landscape irrigation system shall be required for developments of one (1) acre or larger.
• Provide note on the landscape plan stating an automatic irrigation system shall be
provided for all new landscape areas and provide 100% full coverage.
13. Return three (3) copies of the revised landscape plan to the Plans Development Administrator.
14. The City Beautiful Commission recommends preserving as many existing trees as feasible on this
site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving
trees of six (6) inch caliper or larger.
