Dear Franchise Contacts- Please see the attached detail of a fence which has been found to be 6" in the ROW. Please let
us know your comments on this application.
Also, the applicant may return to apply to put in some shrub plantings in the ROW and would like to know of any critical
infrastructure this may conflict. The applicant is knowledgeable the plants cannot have invasive root systems. Your
comments regarding any concerns as to conflicts are also appreciated.

1.25.16 Meeting Notes
Per our conversation, this is a summary of discussions which took place at a meeting in the Planning Department
attended by Mr. Polk & David Carpenter representing the owner, Dana Carney and Tracy Spillman of Planning &
Development, Vince Floriani of Public Works and Mark Alderfer, Plans Examiner.
Exterior site work has been done at the above address without plan review, approval, or permits. The work does not
comply with the requirements of the Presidential Park Design Overlay District.
Zoning/Landscaping:
1. A Planned Unit Development [PUD] must be approved by the LR Planning Commission due to planned
outdoor music and activities.
2. A variance must be obtained from the LR City Beautiful Commission due to inadequate landscaping
buffers on the west and north edges of the paved parking lot.
3. The west parking lot must be screened from E. 6' Street with a wall or false fagade.
4. The dumpster must be in an 8' tall opaque enclosure including the front gates. Gates of chain link fence
with slats are not permitted.
5. 8% of paved parking lot area must have interior landscaped islands.
6. Exterior signs must be permitted separately. Signage is not permitted on the privacy fence.
Civil/Traffic:
1. Relocate fence along Collins to West of Property line. Provide a 20' x 20' triangle at the southwest corner
of the lot to allow for traffic visibility.
2. Parking is not permitted on the gravel area from Collins to the fence. Parallel parking is permitted on
Collins if a concrete curb or wheel stops 4'-0" o.c. are installed. Specify method proposed.
3. Provide legal description of Right -of -Way.
4. Driveway off Collins: Two way traffic flow to the building. Maximum 36' driveway width.
5. Drive from northeast corner of building to be one-way west [minimum 13' width] to the west parking lot.
6. West parking lot traffic flow shall be reversed to be one-way north to south to the exit drive to E. 6' Street
[maximum 20' width drive].
7. Install 20' wide concrete apron at E. 6t" St. to serve as an exit from the west parking lot.
8. Five (5) foot wide sidewalks shall be installed adjacent to 822 E. 6'y' St. with handicapped ramps at the
northwest corner of E. 6t' St. and Collins. Sidewalks are required to be installed per City of Little Rock
Standard Details.
