3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CLIMATE POLLUTION REDUCTION GRANT SUBAWARD
5 AGREEMENT WITH METROPLAN, IN THE AMOUNT OF FIVE
6 HUNDRED SEVENTY-FOUR THOUSAND, FOUR HUNDRED AND
7 TWENTY DOLLARS ($574,420.00), TO ACCEPT EPA GRANT FUNDS
8 FOR THE PURCHASE, PLANTING, CARE, AND WATERING OF 7,550
9 TREES IN TWO CITY PARKS TO MITIGATE APRIL 2023 STORM
10 DAMAGE AND COMBAT CARBON DIOXIDE RELATED CLIMATE
11 CHANGE;AND FOR OTHER PURPOSES.

13 WHEREAS,Metroplan has received grant funds from the Environmental Protection Agency's ("EPA")
14 Climate Pollution Reduction Grant Program("CPRG")to fund projects which improve carbon sequestration
15 by planting trees in two(2)city parks;and,
16 WHEREAS, Metroplan desires to partner with the City of Little Rock ("City") and its Parks and
17 Recreation Department through a subaward agreement, in the amount of Five Hundred Seventy-Four
18 Thousand,Four Hundred Twenty Dollars($574,420.00),for the purchase,planting,and care of 7,550 trees
19 to mitigate the canopy loss from the March 2023 tornado and improve carbon sequestration in Reservoir
20 Park and Murray Park to be known as the Green Network Project.
21 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK,ARKANSAS;
23 Section 1.The City Manager is authorized to enter into a subaward agreement with Metroplan to accept
24 grant funds in the amount of Five Hundred Seventy-Four Thousand, Four Hundred Twenty Dollars
25 ($574,420.00)to plant and maintain 7,550 trees in Murray Park and Reservoir Park.
26 Section 2.Funds for this project are available in Account No.CPRG Trees 270459-G45P251.
27 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
28 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
31 resolution.
32 Section 4.Repealer.All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
33 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
