3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH MEDICAL TRANSPORT SERVICES DB/A
5 AS MASA TO PROVIDE ELECTIVE MEDICAL TRANSPORT
6 COVERAGE FOR CITY EMPLOYEES AND THEIR DEPENDENTS AT
7 EMPLOYEE COST, FOR THE PERIOD BEGINNING JANUARY 1, 2026,
8 TO DECEMBER 31,2026; AND FOR OTHER PURPOSES.

10 WHEREAS,the City provides certain elective insurance benefit options for its employees and their
11 dependents;and,
12 WHEREAS, after a competitive selection process,it was determined that the most qualified applicant
13 with the best overall rate to provide Medical Transport Insurance for the current City employees is Medical
14 Transport Services doing business as MASA;and,
15 WHEREAS,Medical Transport coverage is an elective benefit the City offers to City employees,and
16 the associated expense is the employee's full responsibility and is in no way subsidized by the City.
17 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
18 LITTLE ROCK,ARKANSAS:
19 Section 1. The City Manager is authorized to enter into a contract with Medical Transport Services
20 doing business as MASA for the period of January 1, 2026, to December 31, 206, to provide elective
21 Medical Transport coverage for City employees and their dependents.
22 Section 2. Funds required for this contract are solely at the expense of the employee and are held in
23 Accounting Unit No. 100000 Account No.22400.
24 Section 3. Severability. In the event any portion of this Resolution is declared or adjudged to be
25 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
26 Resolution,which shall remain in full force and effect as if the portion so declared or adjudged invalid or
27 unconstitutional was not originally a part of this Resolution.
28 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
29 any provision of this ordinance are hereby repealed to the extent of such conflict.
