3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH SOUTHWEST EMPLOYEE ASSISTANCE
5 PROGRAMS, INC., DB/A SWEAP CONNECTIONS IN AN ANNUAL
6 AMOUNT NOT TO EXCEED ONE HUNDRED THOUSAND DOLLARS
7 ($100,000.00), TO PROVIDE AN EMPLOYEE ASSISTANCE PROGRAM
8 TO CITY EMPLOYEES AND THEIR DEPENDENTS, FOR THE PERIOD
9 OF JANUARY 1, 2026, TO DECEMBER 31, 2026; AND FOR OTHER
10 PURPOSES.

12 WHEREAS, the City offers certain elective benefit options for its employees and their dependents;
13 and,
14 WHEREAS, the City issued Request for Qualifications Event No. 1745, which sought proposals for
15 Employee Assistance Programs; and,
16 WHEREAS, Southwest Employee Assistance Programs Inc.d/b/a Sweap Connections was selected as
17 the most qualified, responsive, and responsible to administer the Employee Assistance Program at a total
18 cost not to exceed One Hundred Thousand Dollars ($100,000.00)for the period of January 1,2026,through
19 December 31,2026; and,
20 WHEREAS, the renewal of this contract for the 2026 term represents the fourth (4th) of a potential
21 seven(7)year term.
22 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS;
24 Section 1.The City Manager is hereby authorized to enter into a one (1)year contract extension with
25 Southwest Employee Assistance Programs Inc. d/b/a Sweap Connections, administer the Employee
26 Assistance Program, at a total cost not to exceed One Hundred Thousand Dollars ($100,000.00) for the
27 period of January I, 2026,through December 31,2026.
28 Section 2. Funding for this expenditure is accounted for in the City's 2026 budget as a line item for
29 Employee Assistance Program Accounting Unit No. 101002,Account No. 66200.
30 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 resolution.
3 Section 4.Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
4 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
