plat has met the code requirements for a prelminary drainage analysis. Therefore, engineering division staff recommends to the development division staff that this item remain on the
May 2024 Planning Commision agenda.

Thank you for the prompt response and clarification. The only minor review comments staff have are the following:
1. Show discharge release points A & B on “Preliminary Drainage Analysis” sheet provided.
2. Within Table 1 “Existing Drainage Areas” provided in “Preliminary Drainage Analysis” letter, drainage basin #1 with corresponding time of concentration, runoff coefficient, and one-hundred
year storm flow was not shown. Staff thinks the first drainage basin shown for release point A within the table with 3.09 acres in area should be drainage basin #1 instead of #2 that’s
currently shown (i.e., a typo). Confirm and revise table accordingly.
Address these minor comments, and staff can recommend the preliminary drainage analysis satisfies City code requirements and this item can remain on the May 2024 Planning Commission
agenda.

Revised drawings and requested letter are attached. The proposed preliminary storm drainage layout has been shown and labeled on both sheets. The labels have been shown for each flow
segment of the time of concentration calculations. The letter provides a summary of the existing site drainage and plan to convey the drainage to the detention area in Copper Run Phase
6.
We discussed in the meeting last week that storage volumes were not needed, and we simply needed to show the post-construction conveyance of the storm water runoff. I believe we have
done this, in sufficient detail, to show the design intent of providing the appropriate stormwater piping and detention infrastructure to mitigate the increase of post-construction
stormwater runoff. Please let us know if you need anything else.

Showing the contributing off-site drainage areas and the corresponding 100 year flows flowing onto the subdivision as shown on the preliminary plat isn’t considered by staff to be “sufficient
detail to illustrate the proposed system's capability of accommodating storm events as required by the stormwater management and drainage manual” as required per City Code. Also, per
previous court case, the City is bound by a judge’s order that the 100 year storm shall be analyzed for stormwater runoff flowing onto, within and leaving the property. This information
shall be provided for staff’s review.

Staff will need some additional information for the preliminary drainage analysis. Staff will need to see the preliminary layout of the street curb inlets and underground storm sewer
system on the preliminary plat with preliminary hydraulic calculations for the 25 and 100 year storm flows. If the proposed street storm sewer system is conveying the runoff to the
existing stormwater detention pond in the southeast corner of Phase 5, staff will need to see detention pond calculations accounting for this additional flow. If these preliminary
detention pond calculations for the 25 & 100 year storm flows for every phase have already been completed, please provide them. Also, staff will need to see how and where the existing
100 year flow of 10.64 CFS with a 3.13 acres drainage area and any other off-site stormwater flowing onto the subdivision as shown on the preliminary plat will be collected and conveyed.
