Dear Molly:
Thank you for providing the Quapaw Quarter Association an opportunity to comment on the
proposed redevelopment of the former Texaco Service Station located at 721 East Ninth Street in
the MacArthur Park Historic District.
The proposed redevelopment as a Shell Super Stop has been reviewed by members of the QQA's
Historic Districts and Structures Committee. The committee is not unalterably opposed to the
proposed use of the property (although a less intensive commercial use would be preferred), but
committee members do have serious reservations about the design and signage of the Super Stop.
As you know, 721 East Ninth Street is located at the Ninth Street exit off of Interstate 30, one of
the major entrances into the MacArthur Park Historic District. MacArthur Park, the "heart" of the
district, is immediately west of the subject property. Consequently, the site is a sensitive one from
a design standpoint, and the proposed Shell Super Stop does not seem to meet any of the design
criteria contained in the MacArthur Park Historic District's "Guidelines for Review."
Of particular concern to the QQA are the flat roof, white brick, and extensive signage that
apparently are standard Shell Super Stop design components. To be compatible with nearby
historic buildings, the overall proportions of the SuperStop would have to be altered, as would its
roof configuration and building materials.
In addition, the QQA believes that the Super Stop's signage should adhere to the MacArthur Park
Historic District's "Sign Standards." Among other things, these standards say that a ground -
mounted sign's maximum allowable height is six (6) feet. It is my understanding that the proposed
Super Stop would have a 36' ground -mounted sign, as well as numerous canopy- and wall -
mounted signs. Such signage would far exceed historic district standards.
Unless the developers of the Shell Super Stop can make substantial changes in the design of the
building and in the amount of signage, the Quapaw Quarter Association recommends that the Little
Rock Historic District Commission deny this application for a certificate of appropriateness.

Dear Molly:
The Arkansas Historic Preservation Program is not opposed to the concept of the above
referenced project. However, since the complex anchors an entrance to the MacArthur Park
Historic District, we are very concerned with the design of the buildings. The architecture
should reflect in style, scale, materials, etc. the overall ambiance of the Historic District.
If a design for this service station/food mart/car wash can be accomplished so that it
enhances the District then the Arkansas Historic Preservation Program will approve the
project. If not, then we will have to stand in opposition.

We are pleased to submit our application package for the
above referenced project. The following items are enclosed

1. Three copies of the current boundary survey showing all
existing improvements at the site.
2. Sixteen copies of the proposed site plan showing all new
improvements for the adaptive re -use of this site.
3. Completed application forms for zoning and subdivision
requests.

MPHD Certificate of Appropriateness
DCI Project # 92-131
Dear Molly:
I am forwarding this memo to confirm our understanding of
conditions for the preliminary approval that was granted our
application for the Certificate of Appropriateness within
the McArthur Park Historic District (MPHD). The items
discussed and agreed to are as follows:
1. Privacy fence along south boundary will be six feet in
height and constructed of cedar planks with treated
posts and stringers.
2. Height of canopy will be limited to a minimum safe
clearance (approximately 14.5 to 15.0 feet clearance)
for larger trucks.
3. Screen fence around dumpster will be constructed to new
code height of 8 feet.
4. Trees along west boundary will be large deciduous types
such as Willow Oak.
5. Shrubs along west boundary will be large evergreen types
such as Burford Holly and will be installed at a minimum
size range of 30-36 inches in height.

6. The west side of the new canopy will present only a
"Shell Logo" to eastbound traffic without the actual
"Shell" name spelled out.
7. The west side of the building itself will contain no
signage along the eaves.
8. The primary project sign will be turned parallel to 9th
Street and remain at the location shown. The size will
conform to City of Little Rock standards for maximums of
36 feet in height and 160 square feet of surface area.
9. A corporate resolution by the property owner will be
provided to the MPHD which guarantees that if the
facility is closed by Coulson Oil Company, all physical
improvements will be removed and the property dedicated
to the MPHD for the purpose of providing additional park
space at the entry to the district.
At this point, we will be proceeding with the PCD review at
Planning Commission and Board of Directors. It is our
understanding that final approval will be given to the
application once construction plans are reviewed and
approved for conformance with the above conditions.
