A. EXISTING CONDITIONS
This site is located in a hilly area, near the
southeastern portion of what is currently a
sizeable development of apartments. Due to the
filling of the property, the land has no existing
vegetation. Street improvements are in place with
a fully constructed cul-de-sac providing access on
the east. Water Works has made no comments
regarding Tract 19, but has stated that easements
will be needed on Tract A.
B. DEVELOPMENT PROPOSAL
This is a proposal to develop Tract 19 of a
revised preliminary into 30-unit apartments.
Streets and utilities were installed and approved
in Phases I and II. The applicant has stated that
there is some drainage work to be done on Lot 19,
that will be accomplished as required and approved
by City Engineering. The proposal involves a
request to vary from the requirements for contours
and preliminary storm drainage design.

C. CONFORMANCE TO THE ORDINANCE
The application varies from Ordinance requirements
in the manner stated above.
D. ENGINEERING CONSIDERATION
(a) Provide complete drainage plan for that
drainage system on the east portion of
Lot 19, to include a box structure to connect
existing drainage systems, plus an efficient
means of connecting the two -pipe discharge on
the southeastern corner of Lot 19.
E. STAFF ANALYSIS
Staff has no major problems with the proposal as
presented. No adverse impacts are expected if the
requested waivers are granted, because of the
change in the natural features of the land and the
submission of storm drainage plans in an earlier
phase. Staff is recommending, however, that any
further development in this area not be done in a
piecemeal fashion, or lot by lot, so as to provide
a more comprehensive view.
F. STAFF RECOMMENDATION
Approval, subject to staff and Engineering's
comments.
G.- SUBDIVISION COMMITTEE ACTION:
A motion in agreement with the Staff's
recommendation of approval, subject to: (1) The
submission of the drainage plan on Lot 19, and (2)
the discontinuation of piecemeal development, was
made and passed by a vote of 2 ayes, 0 nays and
3 open.
PLANNING COMMISSION ACTION:
.
The applicant was present. There were no objectors. A
motion for approval, subject to the conditions set by the
Staff, was made and approved by a vote of 10 ayes, 0 noes
and I absent.
