RE. Application for Conditional Use Permit — 8124 Flintridge Rd
To Whom it May Concern:
Our company, Karoun Holdings, LLC, is a property holding company that owns
properties in which our affiliated company, the Institute for Environmental Health, Inc.
("IEH") operates its food testing laboratories. IEH has laboratories throughout the
United States, including a laboratory in Little Rock.' IEH has operated in Little Rock for
more than ten years and is looking to expand its operations. After much searching, IEH
believes the property at 8124 Flintridge Rd (the "Property") would be a great space for
such expansion.
Currently the Property is vacant, last being used as an accounting/tax office. Our
company has entered into a sales agreement with the owner of the property, Bailey &
Thompson Properties, LLC, which sale is contingent upon a Conditional Use Permit
being granted so that IEH may operate its laboratory business. The Property is currently
zoned as C-4 which does not expressly permit use of the Property as a laboratory but does
allow for such use on condition. See Little Rock City Code Secs. 36-302 (c)(2)(k)
(allowing for permitted and conditional uses in a C-3 district) & 36-301(c)(1)(xx)
(permitting use of a laboratory in a C-3 district). Accordingly, we are hopeful upon your
careful consideration that you grant a Conditional Use Permit so that IEH may operate its
laboratory business on the Property.
IEH anticipates to run its business on the Property for a long time to come. The
location's proximity to highways and main roadways is ideal for deliveries IEH is to
receive of products that its laboratory would test. Given the other zoning in the area
which includes a mixture of sites designated as both C-3 and C-4 districts, it would seem
the Conditional Use Permit being granted would not change the character or nature of the
area. We are aware of no other variances or waivers necessary for IEH to conduct its
laboratory business on the Property.
