Road
To Whom it May Concern:
We write in response to the correspondence we received from you on July 9, 2025,
requesting responses to the comments made by “Other Departments” and the “Comments
made by Staff.”
Comments and Questions from the Staff:
1. Provide hours of operation including hours/days of the week.
Answer: We expect our laboratory to maintain its current hours of operation where it is
open from 2:00am to 6:00pm seven days a week.
2. Provide the maximum number of employees at any given time.
Answer: Currently, our laboratory has six analysts maximum are on site during the
daytime hours from 06:00am to 3:00pm. Nighttime hours have between one to three
analysts on site at a time from 2:00 am to 06:00 am.
3. How will the facility mitigate the possibility of odors emitted into ambient air?
Answer: The lab disinfects samples prior to disposal and double bags trash to limit
exposure. The odor from the current disposal is slight and near the current dumpsters but
dissipates quickly away from the dumpsters.
4. All signs must comply with Section 36-555 of the City’s Zoning Ordinance.
Answer: We will make sure any sign we install is within this ordinance.
5. Dumpsters must be screened as per Section 36-523 of the City’s Zoning Ordinance.

Answer: We will make sure any dumpster we have will be screened as prescribed in this
ordinance.
6. Additional site lighting must be low-level and directed away from adjacent properties.
Answer: Though we do not anticipate additional site lighting at this time, if we do install
such lighting we will abide by this directive.
Comments from the Civil Engineering Review:
1. ADA Access shall be shown to the Right-of-Way.
Answer: See attached drawing where we intend on placing ADA Access.
2. Handicap Parking shall include one van stall 11ft wide with a 5ft minimum aisle.
Answer: See attached drawing where we intend on making the suitable van stall.
3. Drives may not exceed 40% of the lot width.
Answer: Will comply.
4. Contact Planning and Development Dept., Engineering Division at 501-371-4817 or at
501-918-5348 for inspections of any work in the public right-of-way prior to placement
of concrete or asphalt or for on-site clarification of requirements prior to commencing
work. Failure to do so can result in removal of any improperly placed concrete or asphalt
at the expense of the owner or contractor.
Answer: Will comply.
5. Hauling of cut and/or fill material on or off project sites over municipal streets require
approval prior to a grading permit being issued. Contact Public Works Traffic
Engineering at 621 S. Broadway 501-379-1800 with any questions or for more
information.
Answer: Will comply.
6. Damage to public and private property due to hauling operations or operations of
construction related equipment from a construction site shall be repaired by the
responsible party prior to the issuance of a certificate of occupancy.
Answer: Agree.

Building Code Comments:
Project is a change of occupancy and use and must comply with all current adopted
codes. Business Occupancy to Laboratory. The operation of this facility may require
upgrades in life safety measures depending on the quantity and hazard of items on site.
Provide a full listing for further review.
Answer: We expect to have the following chemicals in the approximate quantity:
1N HCL (4L)
1N NaOH pellets (1kg)
1% Ethidium Bromide (60ml)
Bleach (4-6 gallons)
2-Propanol (16L)
LR City Comments:
Z-4001-D Karoun Holdings – Conditional Use Permit, 8124 Flintridge Road - All Central
Arkansas Water requirements in effect at the time of request for water service must be
met.
Answer: Will comply.
Show and reference ex. easement for ex. 8”DImain, book#1231 page 269 and page 270.
Answer: This easement is not on title. We have checked with the title company and been
informed that the waterline easement described doesn't affect this property. It lies south
of Stagecoach Road.
