3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH CLIFTON HISTORIC RESOURCES,LLC,IN
5 AN AMOUNT NOT TO EXCEED SEVENTY-TWO THOUSAND FIVE
6 HUNDRED FORTY-NINE DOLLARS ($72,549.00) TO RESURVEY A
7 PORTION OF THE HILLCREST NATIONAL REGISTER HISTORIC
8 DISTRICT; AND FOR OTHER PURPOSES.

10 WHEREAS,earlier in 2025,the City of Little Rock("City")was awarded a Certified Local Govern-
11 ment grant from the Arkansas Historic Preservation Program ("AHPP")to resurvey a portion of the Hill-
12 crest National Register Historic District;and,
13 WHEREAS,the Hillcrest National Register District was last surveyed in 1990 and amended in 1992;
14 and,
15 WHEREAS, it is recommended and good practice to resurvey National Register Historic Districts
16 every five(5)years;and
17 WHEREAS, a Request for Statement of Qualifications was issued to obtain competitive bids from
18 qualified entities which could perform cultural resource services;
19 WHEREAS,after a competitive bidding process with four(4) bids received, it was determined that
20 Clifton Historic Resources,LLC was the highest scoring qualified bidder,and
21 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK,ARKANSAS:
23 Section 1. The City Manager is authorized to enter into an agreement with Clifton Historic Resources,
24 LLC to resurvey a portion of the Hillcrest National Register Historic District in an amount not to exceed
25 Seventy-Two Thousand,Five Hundred Forty-Nine Dollars($72,549.00).
26 Section 2.Funds in the amount of Seventy-Two Thousand Dollars($72,000.00)are available through
27 a grant awarded to the City of Little Rock by the Arkansas Historic Preservation Program.
28 Section 3. The remaining funds for this project in the amount of Five Hundred Forty-Nine Dollars
29 ($549.00),shall be available from the Grant matching fund,Account No. 108339-S33G025.
30 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
32 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect

1 as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the reso-
2 lution.
3 Section 5. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
4 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
