3 A RESOLUTION TO AUTHORIZE A FIVE (5) YEAR EXTENSION OF
4 THE INTERLOCAL AGREEMENT FOR AMBULANCE SERVICES
5 BETWEEN THE CITY OF LITTLE ROCK, ARKANSAS, AND PULASKI
6 COUNTY, ARKANSAS, GRANTING THE LITTLE ROCK AMBULANCE
7 AUTHORITY D/B/A METROPOLITAN EMERGENCY MEDICAL
8 SERVICES AN EXCLUSIVE FRANCHISE TO CONTINUE TO PROVIDE
9 AMBULANCE SERVICES TO PULASKI COUNTY, ARKANSAS; AND
10 FOR OTHER PURPOSES.

12 WHEREAS, the Little Rock Ambulance Authority ("LRAA") d/b/a Metropolitan Emergency
13 Medical Services ("MEMS") currently holds an exclusive franchise to provide all ambulance services
14 (emergency and non-emergency) to Pulaski County, Arkansas, per an interlocal agreement between the
15 City of Little Rock and Pulaski County, Arkansas("Interlocal Agreement"); and,
16 WHEREAS, the original five (5) year Interlocal Agreement had a term from October 27, 2015,
17 to October 27, 2020 and was extended by an additional five (5)year term to expire on October 27, 2025;
18 and
19 WHEREAS, the City of Little Rock and Pulaski County wish to extend said Interlocal
20 Agreement for a second five(5)year term through October 27,2030;and,
21 WHEREAS, MEMS has represented to this Board that it has the capability and resources to
22 provide such service without increasing expenses or rates for Little Rock citizens; and,
23 WHEREAS, this Board believes that it is beneficial to continue to have MEMS provide
24 ambulance services to Pulaski County, Arkansas, and thereby promote the health and welfare of the
25 citizens of Little Rock,Arkansas, and Pulaski County,Arkansas;and,
26 WHEREAS, the delivery of ambulance services (emergency and non-emergency) to Pulaski
27 County, Arkansas, will enhance MEMS' financial soundness and increase its ability to deliver high-
28 quality emergency medical services to all citizens.
29 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
30 CITY OF LITTLE ROCK,ARKANSAS:
31 Section 1. The Board hereby authorizes the Mayor to enter into a second five (5)year extension
32 of the interlocal agreement between the City of Little Rock, Arkansas, and Pulaski County,Arkansas. The

1 said interlocal agreement is attached hereto as Exhibit#1, and the first extension thereto is attached hereto
2 as Exhibit#2.
3 Section 2. Severabiliry. In the event any portion of this resolution is declared or adjudged to be
4 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
5 resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
6 unconstitutional was not originally a part of this resolution.
7 Section 3. Repealer. All ordinances and resolutions,and parts thereof,which are in conflict with
8 any provision of this resolution are hereby repealed to the extent of such conflict.
