HomeMy WebLinkAbout16804 1 RESOLUTION NO. 16,804 2 3 A RESOLUTION TO TRANSFER TITLE PROPERTY LOCATED AT 2804 4 WEST 14TH STREET, LITTLE ROCK, ARKANSAS, TO LAQUINTA 5 CLOUD FROM THE CITY OF LITTLE ROCK, TO BE USED FOR 6 NEIGHBORHOOD REVITALIZATION PROGRAMS; AND FOR OTHER 7 PURPOSES. 8 9 WHEREAS,the Board of Directors has stated as one of its goals a desire to provide for neighborhood 10 revitalization, and has made special efforts to accomplish this goal through its use of various City and 11 federal funds,and in affirmative actions such as the creation of a Land Bank Commission;and, 12 WHEREAS,the City of Little Rock,Arkansas,through its Land Bank Program,acquires and manages 13 tax-delinquent,vacant, abandoned, or otherwise distressed properties for the purpose of returning them to 14 productive use in areas appropriate for revitalization;and, 15 WHEREAS, Laquinta Cloud has indicated a desire to accept transfer from the City of Little Rock for 16 the property located at 2804 W. 14th Street, Little Rock, AR, 72204 (Parcel # 34L1890004700)and more 17 particularly described as: 18 Sec-Twp-Rng: 09-1N-12W, Lot/Block:14/4, Subdivision: WORTHEN & 19 BROWN, Commonly known as 2804 W. 14th Street, Little Rock, AR 72204; 20 and, 21 WHEREAS,the City wishes to transfer the property for use in its neighborhood revitalization efforts; 22 and, 23 WHEREAS,City Staff has acquired the property from the Commissioner of State Lands on 9/21/2021; 24 and, 25 WHEREAS,the City of Little Rock will provide a Quitclaim Deed to the property; and, 26 WHEREAS,state law requires that the City transfer the properties by resolution adopted by the Board 27 of Directors; and, 28 WHEREAS,it is in the best interest of the City to transfer the property to LaQuinta Cloud to promote 29 neighborhood revitalization,eliminate blight, and encourage investment and development. 30 NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 31 OF LITTLE ROCK,ARKANSAS: 32 Section 1. The Board of Directors hereby transfers property described as 2804 W. 14th Street, Little 33 Rock, AR, 72204(Parcel#34L1890004700)in favor of LaQuinta Cloud. [Page 1 of 2] 1 (a) Unless expressly authorized by the City Board of Directors any approved Development Site Plan 2 shall be completed within one 1)-year from the date approval of the Plan is granted. 3 (b) If the developer has made substantial progress toward completion of the Development Site Plan, 4 the Commission may approve an extension of time for development,not to exceed six(6)months from the 5 date the Plan expires. 6 Section 2. The property will be used for private housing purposes to serve low/moderate income 7 families in accordance with the terms and conditions established by the Land Bank Commission and City 8 policy. 9 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 10 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 11 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 12 effect a if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 13 ordinance. 14 Section 4.Repealer.
