HomeMy WebLinkAbout16803 1 RESOLUTION NO. 16,803 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO 4 AMEND THE CONTRACT WITH CRAFTON TULL & 5 ASSOCIATES, INC. IN AN AMOUNT NOT TO EXCEED 6 SEVENTY-FIVE THOUSAND, EIGHT HUNDRED FORTY AND 7 00/100 DOLLARS, ($75,840.00), FOR FINAL DESIGN AND 8 ENVIRONMENTAL CLEARANCE FOR THE ROSE CREEK 9 TRAIL PROJECT; AND FOR OTHER PURPOSES 10 11 WHEREAS,pursuant to Little Rock,Ark.,Resolution No. 16,061 (August 1,2023),the Board 12 of Directors authorized the City Manager to enter into a contract for Professional Services with 13 Crafton Tull & Associates, Inc. to provide preliminary design plans and right of way documents 14 for the Rose Creek Trail in amount not to exceed Eighty Thousand, Six Hundred Seventy and 15 00/100 Dollars,($80,670.00);and, 16 WHEREAS, a contract for preliminary design of the Rose Creek Trail was executed 17 September 28, 2023, between the City Manager for the City of Little Rock and Crafton Tull & 18 Associates, Inc.; and, 19 WHEREAS, the completed preliminary design documents provided by Crafton Tull and 20 Associates, Inc. were used as a basis for a grant application for Federal-Aid Carbon Pollution 21 Reduction Program Funds from Metroplan for the Rose Creek Trail Improvements; and, 22 WHEREAS, on July 31, 2025, the City of Little Rock was notified by Metroplan that it had 23 been selected to receive$1,200,000.00 in Federal-Aid Carbon Pollution Reduction Program Funds 24 for construction of the project to be matched by local funding of$300,000.00 for completion of 25 final design,environmental clearance and acquisition of necessary right of ways; and, 26 WHEREAS,pursuant to Little Rock,Ark.,Resolution No. 16,761 (August 5,2025)the Board 27 of Directors expressed the willingness of the City of Little Rock to utilize Federal-Aid Carbon 28 Pollution Reduction Program Funds from Metroplan for the Rose Creek Trail Improvements; and, 29 WHEREAS,Crafton Tull& Associates,Inc. has provided a proposal to provide final detailed 30 design and environmental clearance meeting the requirements of the grant agreement for the Rose 31 Creek Trail in the amount not to exceed Seventy-Five Thousand, Eight Hundred Forty and 00/100 32 Dollars, ($75,840.00). Page 1 of 2] 1 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 2 THE CITY OF LITTLE ROCK,ARKANSAS: 3 Section 1. The Board of Directors hereby authorizes the City Manager to execute an 4 amendment to the Contract for Professional Services with Crafton Tull and Associates, Inc. in an 5 amount not to exceed Seventy-Five Thousand, Eight Hundred Forty and 00/100 Dollars, 6 ($75,840.00) for a total contract not to exceed amount to One Hundred Fifty-Six Thousand, Five 7 Hundred Ten and 00/100 Dollars, ($156,510.00) for the detailed design and environmental 8 clearance of the Rose Creek Trail project. 9 Section 2. Funding for this project is from the 3/8t-Cent Capital Improvement Sales and 10 Compensating Use Tax as authorized by Little Rock, Ark. Resolution 13,343 (July 11, 2011)with 11 funds from Account Activity TS40C32. 12 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, 13 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such 14 declaration or adjudication shall not affect the remaining portions of the resolution which shall 15 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional 16 was not originally a part of the resolution. 17 Section 4. Repealer.
