June 27, 1989 SUBDIVISION ITEM NO. 1 (Continued) A. 0 C PROPOSAL/REQUEST: This owner proposes to continue a preliminary plat approved approximately nine years ago. This plat has received modification due to rezoning actions and lot sales. There has been little or no activity on the preliminary plat since the original approval, therefore requiring Planning Commission approval to continue work. EXISTING CONDITIONS: The tract of land involved is quite hilly. The only activity on the property at this time is land clearing and work on the Chenal Parkway extension north of Highway 10. There are no significant structures on the property. ENGINEERING COMMENTS: At the intersection of State Highway No. 10, a three - lane section will be required in order to provide a left -turn lane. The concept of modular construction of the future 90 foot Master Street Plan right-of-way and 60 foot pavement appears reasonable, provided the entire ultimate system is designed for feasibility and all drainage crossing the streets is installed early on in construction. Also, soil tests and pavement designs should be submitted. The last item of concern would be addressing the Stormwater Detention Ordinance and indication as to how and when the Stormwater Detention will be accomplished within this plat. D. ISSUES/LEGAL/TECHNICAL/DESIGN: The only issues of concern in this area are that the plat indicates the zoning classifications recently committed to part of the site. These should be eliminated with respect to zoning district and the terms "land use indications" such as the church designation on a portion of the site are appropriate as indicators of land use existing. However, the property boundaries for that activity should be clarified. The plat also includes a series of small lots, 100 feet in width by 250 feet in depth, numbered 1 through 13. June 27, 1989 SUBDIVISION ITEM NO. 1 (Continued) These lots are not identified with respect to the use proposed. It is assumed by Staff that they are included within the "MF" land use indicators. If other use is proposed, that should be clearly delineated in a revised cover letter for this project. The last item under design would be a statement to the effect that this plat includes a large body of land as it did previously in the early 80's. This area does not delineate streets, lots or activities for future development. It is assumed that is the basis on which this preliminary plat is requested for approval. If approval is granted in this configuration, then it will be necessary at some future point to submit additional revised preliminaries as the land area develops. E. ANALYSIS: The Planning Staff review of this plat produced no serious concerns about the extension of the time for an additional year provided the preliminary plat is modified to incorporate the various changes that have been noted above. A last comment of Staff relative to the plat itself would be that the recent activity on rezoning which incorporated dedication of right-of-way along State Highways No. 10 and 300 should be dealt with on this drawing by indicating the amount of land area dedicated and in what areas. F. STAFF RECOMMENDATION: The Staff recommends approval of the request for extension of the preliminary plat and the several minor modifications subject to the Engineer and owner dealing with those issues raised in the above material. SUBDIVISION COMMITTEE COMMENT: (June 15, 1989) The application was represented by Mr. Joe White. The Staff presented its recommendation. Mr. White responded to the several questions posed concerning land use, street stub -out locations, lot configuration, etc. Mr. White indicated that he would remove those items creating the confusion. He would clarify the several property lines at issue, remove June 27, 1989 SUBDIVISION ITEM NO.: 1 (Continued} the zoning and land use references and the many small lots lying along the south side of the arterial. Mr. White further indicated that he would respond to the Public Works comments by the June 27 public hearing date. PLANNING COMMISSION ACTION: (June 27, 1989) The applicant was represented. After a brief discussion, the Commission determined it appropriate to place this item on the consent agenda for approval. A motion to that effect was made. The motion passed by a vote of 9 ayes, 0 noes, 2 absent.
