A. EXISTING CONDITIONS
This site is located outside of the city limits on what can
be termed as gently rolling terrain. The area is rural
with no sanitary sewer facilities available at this time.
B. DEVELOPMENT PROPOSAL
The applicant is requesting that this site of 41.8 acres be
developed into 10 lots ranging from two to five acres for
residential use. Two variances are requested.
(1) Curb and gutter during first phase.
(2) Sidewalks during first phase.
C. ENGINEERING CONSIDERATIONS
(a) Recommends acceptance of this plan without curb and
gutter/sidewalks.
(b) Arkansas Highway Department and County Planning have
participated in this plan. Highway Department
designed west intersection of Shinnal Mountain Road to
accommodate future plans of Shinnal Mountain Road
becoming Highway 300.
D. ANALYSIS
This plans presents no major problem. Staff is basically
in approval with the plan. The applicant, however, should
provide. clarification in regards to the areas on the plat
designated for -future development. Some type of staging
proposal should be submitted in order that the entire tract
may be comprehensively reviewed. Since sanitary sewer
facilities are not currently available in this area, the
applicant will be required to submit evidence from the
State Health/Sanitation Service Department that the land is
suitable for septic tank use.
E. STAFF RECOMMENDATION
Approval, subject to recommendations made by Staff and
Engineering.

SUBDIVISION COMMITTEE ACTION:
The Committee decided to approve the two requested variances,
plus an additional request for deferral of the required written
certification of approval from the Arkansas State Department of
Health.
A motion for approval, subject to the submission of a staging
proposal was made and passed by a vote of 4 ayes, 0 noes and
1 absent.
PLANNING COMMISSION ACTION:
Mr. Joe White, Engineer for the project, spoke in behalf of the
applicant. There were no objectors. Staff reported that the
county had submitted three suggestions in regard to this
proposal:
(1) The applicant should show centerline and dedication on
Highway 10 so that there is 50' from the centerline.
(2) Double frontage lots are needed on Shinnal Mountain Drive
because of its status as a minor arterial.
( 3 ) ' There should be no direct access from Highway 10.
The Commission had no objections to the first suggestion, but
rejected two. 'As for number three, they decided to go along with
the normal Subdivision Ordinance requirements of one curb cut
within 100' of an intersection and one every 300' thereafter. A
motion was made to approve this proposal as filed, subject to
certification from the State Health/Sanitation Service Department
that the land is suitable for septic tanks. The motion passed by
a vote of 11 ayes, 0 noes and 0 absent.
