1. PROPOSAL
This is a proposal to develop a narrow tract of land
only 162 square feet + wide, into 28 two bedroom
condominium units. Specifically, the condominiums will
be comprised of ten units with an area of 1,166 square
feet, ten units with 1,056 square feet and eight
smaller units with 986 square feet each.
2. COMPLIANCE WITH ORDINANCE
A waiver of side yard requirements has been requested.
The proposal does not conform to the Zoning regulations
which mandate that all front, side and rear yards shall
have a depth of at least 251. Other areas of
noncompliance include a waiver of improvements on Iowa
Street and a reduction of the access easement from the
required 45' to 40' at two specified points.
40 3. COMPLIANCE WITH OFF-STREET PARKING
The 66 parking spaces proposed are well in conformance
with the 1.5 spaces per unit required for "MF-12"
zoning districts.
4. SPECIAL REQUIREMENTS
The applicant is requested to devise an appropriate
design for internal drainage so as to limit the flow of
water from the proposed driveway onto and across Iowa
Street.
5. TREATMENT OF THE SITE/VISUAL EFFECTS
Presently, the Staff is unaware of extensive provisions
for site landscaping. It is known, however, that a 6'
tall opaque, wooden fence is to be constructed where
the project abuts residential uses. These two areas
include the full length of the eastern boundary and a
portion of the western boundary toward Ohio Street,
north of Anthony School.

6. COMPLIANCE TO MASTER STREET PLAN
As stated earlier, this proposal has asked to
the Master Street Plan's requirement of the
construction of one half of a 27' residential
with curbs and gutters on Iowa Street in lieu
additional improvements on Ohio Street.
7. ANALYSIS

Staff has been favorably impressed with the site plan.
No major problems are apparent as the development
seemingly portrays the best use of the uniquely shaped
tract of land. Staff is in consensus with the
applicant's request for variances in that no adverse
effects are apparent upon granting the side yard
variances and the reduction of the access easement from
the required 45' for private access to 40' at the two
points specified. Due to the obvious physical
limitations of developing Iowa Street, Staff is willing
to support the extensive improvements proposed from
Ohio to Mississippi. This will encompass Staff's
desire for the continuation of the existing curb and
gutter that fronts the Anthony School-.
STAFF RECOMMENDATION
Approval subject to the special requirements requested
by Engineering in relation to submission of a design
proposal for improved drainage.
SUBDIVISION COMMITTEE RECOMMENDATION
A motion that was in agreement with staff's
recommendation to approve subject to the stated
requirement was made and passed by a vote of 4 ayes,
0 noes, 1 absent.
PLANNING COMMISSTION ACTION
After a brief presentation by the applicant, the
Commission moved to approve the plat and site plan as
recommended by the Subdivision Committee. The vote:
8 ayes, 0 noes, 3 absent.
