OUT intent is to restore the house at: this address and return it from a multiple -family dwelling to a single-family dwelling which will become our permanent residence. At this time we are seeking to acquire the property at 509 East Ninth Street which adjoins us on the east and north. We want to use this property at 509 East Ninth Street to build a three -car garage (which will be architecturally in tune with the surrounding structures) for our personal use. The purpose of this application is to seek permission to demolish the house at 509 East Ninth Street which is in extremely poor repair and has become an eyesore to the surrounding residences and to the public. This house has been vacant and for sale for over three years. At this time the roof is leaking extensively; the hardwood floors have fallen completely through in part of the house; and there is heavy termite damage to the sub -floor and floor- joists (see enclosed termite inspection letter). At this time the house is not inhabitable and it is not economically feasible to bring the house to a state that is livable, much less to a level that would blend with the neighboring historical structures. In demolishing this house, we would be committed to saving all possible lumber and fixtures to utilize in restoration of our home at 500 East Ninth Street. The lot would be cleared and leveled, and any waste would be removed from the property. We would then construct a three--c'ar brick garage with a brick driveway with adequate landscaping - keeping all in tune with the rest of the historical Structures on the block. If granted permission to remove this house at 508 East Ninth Street, we will continue in our attemptto acquire this property and incorporate it into our present property. We also submit that with the removal of this house at 508 East Ninth Street, the street appeal of the block will be greatly inproved and the historical homes which remain across from McArthur Partk will be significantly enhanced. 0(1� In order for you to understand why we felt demolition was our only alternative we present you with these comparisons: Demolition -- purchase price of lot and house plus demolition cost of $4500. Restoration to make liveable --- purchase price of lot and house plus $50,000. This price is based on an estimate obtained by a client of Quapaw Realty approximately three years ago when termite destruction was not as extensive. This restoration would not provide adegUate off-street parking which would be required. Relocation of structure -- purchase price of lot and house plus $10,000 plus utilities and right-of-way charges. Additional cost would include relocation lot price (se-10,000), new foundation, putting house back together, and restoration expenses as noted above. (This -structure could not be moved intact, but would be cut in half and the roof removed.) Markham Little Rock, AR 72201 Dear Molly, The Quapaw Quarter Association's response to the two applications for Certificates of Appropriateness before the Commission in April is as follows: a. For the property located at 515 South Rock Street, the QQA recommends that the applicant preserve the design of the original porch by maintaining the columns, and adding a railing whose design and scale are simple and in proportion to the mass of the building. This means cot changing the design of the columns as indicated on the applicant's sketches, nor adding the ornateness of the beveled pasts and trim as also indicated. The Mac Arthur Park survey shows that these are probably the building's original columns; therefore, the handrail being added should complement, rather than detract from the building's original. design. This also means that rather than the decorative cutouts and wooden supports mentioned in the application, simple handrails should be added in keeping with the proportion of the structure's columns. Recommendation: deferment based upon design as submitted b. In regard to the Visonhaler property rehabilitation, the QQA approves the design as submitted by the architect, with the recommendation that the facade windows seen from the street are wood sash. We commend these applicants for their patience and willingness to wade through the process of citizen committee review and approval, and trust that commissioners and owners alike will be pleased with the final results of this effort! Rock St. Exterior Restoration of 508 E. 9th St. Dear Molly: Our staff has reviewed both of the above referenced projects and has these recommendations: 515 S. Rock St.: Our staff feels that the existing porch should be retained and rehabilitated rather that replaced with a new porch that is conjectural in design with no documentation that it was original to the structure. Very simple railings could be added to the existing porch, the columns could be restored, and a handicapped ramp could be installed. This would maintain the integrity of the existing historic porch. 508 E. 9th St.: Our staff approves the plans for this structure.
