Restoration of the structure will protect the rhythm of the existing streetscape. The design appears appropriate for this structure. ITEM NO. 2 OWNER: Jean Madden LOCATION: 515 South Rock Street REQUEST: Renovation and repair to front porch, and addition of handicap ramp. Staff recommends deferral of the application in order to research and perhaps preserve the existing porch design and to modify the design of the handrail and handicap ramp. Markham Little Rock, AR 72201 Dear Molly The Quapaw Quarter Association's response to the two applications for Certificates of Appropriateness before the Commission in April is as follows: a. For the property located at 515 South Rock Street, the QQA recommends that the applicant preserve the design of the original porch by maintaining the columns, and adding a railing whose design and scale are simple and in proportion to the mass of the building. This means vot changing the design of the columns as indicated on the applicant's sketches, nor adding the ornateness of the beveled posts and trim as also indicated. The Mac Arthur Park survey shows that these are probably the building's original columns; therefore, the handrail being added should complement, rather than detract from the building's original.design. This also means that rather than the decorative cutouts and wooden supports mentioned in the application, simple handrails should be added in keeping with the proportion of the structure's columns. Recommendation: deferment based upon design as submitted b. In regard to the Visonhaler property rehabilitation, the QQA approves the design as submitted by the architect, with the recommendation that the facade windows seen from the street are wood sash. We commend these applicants for their patience and willingness to wade through the process of citizen committee review and approval. and trust that commissioners and owners alike will be pleased with the final results of this effort! Rock St. Exterior Restoration of 508 E. 9th St. Dear Molly: Our staff has reviewed both of the above referenced projects and has these recommendations: 515 S. Rock St.: Our staff feels that the existing porch should be retained and rehabilitated rather that replaced with a new porch that is conjectural in design with no documentation that it was original to the structure. Very simple railings could be added to the existing porch, the columns could be restored, and a handicapped ramp could be installed. This would maintain the integrity of the existing historic porch. 508 E. 9th St.: Our staff approves the plans for this structure. The restoration is well planned, sensitive, and contributes to the existing street scape. If you have questions, please contact me at 324-9346.
