1. Any new site development must comply with the City's minimal landscape and buffer ordinance
requirements and the CUP approved by the Planning Commission (file number, Z-9345).
2. Signage is to be reviewed and permitted separately.
Landscape plan is not complete. Permit cannot be released until landscape requirements are
met. Additional and complete review will be made upon the receiving landscape plan, and
survey. Submit three (3) full size copies of the revised landscape plan and one (1) full size copy
of the survey for review and approval.
4. For any site, trees from two (2) different genuses are required. At least twenty-five (25) percent
of the trees on the site outside of those required for screening purposes are to be of evergreen
variety.
• Trees must be a minimum of 2" in caliper at installation. Note the species and size
specifications of the proposed trees on the plan.
5. For any site, shrubs from two (2) different genuses are required. At least twenty-five (25)
percent of the shrubs on the site outside of those required for screening purposes are to be of
evergreen variety.
■ Shrubs must be a minimum of 18" in height at installation. Note the species and size
specifications of the proposed Shrub materials on the plan.
6. Land use buffers are to be maintained adjacent to the Welch Street R-4 zoned property to the
north. As a component of all land use buffer requirements, opaque screening, whether a fence
or other device, a minimum of six (6) feet in height shall be required upon the property line side
of the buffer. A minimum of seventy (70) percent of the land use buffer shall be undisturbed. In
addition to the required screening, buffers are to be landscaped at the rate of one (1) tree and
three (3) shrubs for every thirty (30) linear feet.
Note on the plan if a fence or other screening device is in place or proposed along this
north property line. If a fence is to be incorporated note that it will be constructed
with the face directed outward towards the neighboring property.
The property is approximately 160 linear feet in depth. A minimum of five (5) trees and
sixteen (16) shrubs will be required between the proposed structure and north property
line.
7. Trees and shrubs are required along any street right-of-way at the rate of one (1) tree and three
(3) shrubs for every thirty (30) linear feet.
• The Welch Street property is approximately 160 linear feet in depth. A minimum of five
(5) trees and sixteen (16) shrubs will be required between the proposed structure and
the E 12th St right-of-way.
8. Street buffers will be required at six (6) percent of the average depth of the lot. The property is
located in the City's designated mature area. A twenty-five (25%) percent reduction of the
buffer requirements is acceptable. Requirements for landscaping in land use buffers shall be the
same as perimeter landscaping plant materials are to be provided at the rate of one (1) tree and
three (3) shrubs for every thirty (30) linear feet.
The depth of the College Street lot is approximately 160 feet. A minimum seven (7) foot
street buffer will be required between the vehicular use area and the right-of-way.
There is thirty-six (36) feet of vehicular use (excluding the drive) area adjacent to the
street right-of-way. In addition to evergreen screening shrubs spaced not less than three
feet on center one (1) tree will required to be placed in this buffer to meet the minimum
landscape requirements.
9. A perimeter planting strip is required along any side of a vehicular use area that abuts adjoining
property, or the right-of-way of any street. This strip shall be at least six (6) feet, nine (9) inches
in width in areas designated as "mature". One (1) tree and three (3) shrubs or vines shall be
planted for every thirty (30) linear feet of perimeter planting strip.
The College Street property is approximately 160 linear feet in depth. The north and
south perimeters of the parking area will require a minimum of five (5) trees and sixteen
(16) shrubs adjacent to both the north and south property lines.
• No landscape is required between the parking and alley.
10. Screening requirements will need to be met for the vehicular use areas adjacent to street right-
of-ways. Provide screening shrubs with an average linear spacing of not less at three (3) feet
within the required landscape area. Provide trees with an average linear spacing of not less than
thirty (30) feet.
• There is approximately seventy-five (75) linear feet of vehicular use area adjacent to the
Welch Street right-of-way. A minimum of twenty-five (25) shrubs and three (3) trees
will be required in this area.
11. Interior landscape areas shall comprise at least eight (8) percent of any vehicular use area
containing twelve (12) or more parking spaces. Trees shall be included in the interior landscape
areas at the rate of one (1) tree for every twelve (12) parking spaces.
• A minimum of three (3) trees will be required to meet the interior landscape
requirements for thirty (30) parking spaces.
12. An irrigation system shall be required for developments of one (1) acre or larger.
Note on the landscape plan "An automatic irrigation system shall be provided for all
new landscape areas and provide 100% full coverage." Or graphically represent the
location of the hose bibs on the plan and note "A water source for landscape irrigation
shall be located no further than seventy-five (75) feet of all plants or turf."
13. All landscape areas shall be protected as per City of Little Rock Landscape Ordinance (Sec. 15-
100). Wheel stops, and/or concrete curb and gutter will be required between vehicular use
areas and any turf or planting area.
14. All ground or roof mounted mechanical systems shall be screened from abutting properties and
streets. Any trash receptacles or pickup shall be oriented away from a primary street side of the
property and screened from the public right-of-way. Screen shall exceed the height of the
dumpster or trash containment areas by at least two (2) feet not to exceed eight (8) feet total
height.
15. The City Beautiful Commission recommends preserving as many existing trees as feasible on this
site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving
trees of six (6) inch caliper or larger.
