Property is zoned expired PCD and cannot be developed as currently zoned. Contact Subdivision Administrator Donna James at 371-6821. 2. Site plan must comply with the City's minimal landscape and buffer ordinance requirements. 3. Signage is to be reviewed and permitted separately. Signage must comply with provisions of approved conditional uses permit. 4. Screening requirements will need to be met for the parking area adjacent to Stagecoach Road right-of-way. Provide trees with an average linear spacing of not less than thirty (30) feet within the required landscape area. Provide screening shrubs with an average linear spacing of not less at three (3) feet within the required landscape area. Sec 15-95. 5. Perimeter requirements will need to be met at the south parking area. Provide trees with an average linear spacing of not less than thirty (30) feet within the perimeter planting strip. Provide three (3) shrubs or vines for every thirty (30) linear feet of perimeter planting strip. Existing trees and vegetation can be used to satisfy these requirements as per Sec 15-52. Trees selected for preservation or planted shall have the area within the dripline fenced with protective fencing and protected from development activities. Graphically represent the protective fencing limits on landscape plan. Note on the landscape plan "existing dense mature vegetation to remain", if applicable. Ir addition note on the landscape plan the specie and caliper of existing trees used to satisfy the perimeter tree requirements. 6. Requirements for landscaping in land use buffers shall be the same as perimeter landscaping. Sec. 15-102. Trees shall be planted with an average linear spacing of not less than thirty (30) feet within the buffer area. In addition three (3) shrubs or vines shall be planted for every thirty (30) linear feet of buffer area. Provide additional plant materials at the west property line where property is adjacent to property zoned residential. 7. Note on landscape plan that the 6' opaque fence along the west property line will be constructed with its face side directed outward. 8. A perimeter planting strip is required along the right-of-way of any street, highway or freeway. Trees shall be planted with an average linear spacing of not less than thirty (30) feet within the required landscape area. Three (3) shrubs or vines for every thirty (30) linear feet shall be planted in the perimeter planting strip. Sec. 15-96. Additional trees will be required adjacent to Chateaus Lane right-of-way. 9. The City of Little Rock will not accept crape myrtles to satisfy any tree requirements. 10. For any site, trees from two (2) different genuses are required. At least twenty-five (25) percent of the trees on the site outside of those required for screening purposes are to be of evergreen variety. Sec 15-87. 11. Shrubs shall have a minimum height of eighteen (18) inches at installation. Add note to plan specifying the height of shrubs at installation. 13. Landscape areas shall be provided between the vehicular use area used for public parking and the general vicinity of the building, One (1) tree and four (4) shrubs shall be planted in the building landscape areas for each forty (40) linear feet of vehicular use area abutting the building. Sec. 15-98. Approximately 185 linear feet of building abuts the vehicular use area. Five (5) trees and nineteen (19) shrubs will be required in the general vicinity of the building. 14. All landscape areas shall be protected as per City of Little Rock Landscape Ordinance, Sec. 15-100. Provide note on plan specifying type and location of mulch, edging, wheel stops, and/or concrete curb and gutter. 15. Interior landscape areas shall comprise at least eight (8) percent of any vehicular use area containing twelve (12) or more parking spaces. In order to apply toward the required eight (8) percent landscape area, the minimum size of an interior landscape area shall be one hundred fifty (150) square feet for developments with one hundred fifty (150) or fewer parking spaces. 16. Dumpsters or trash containment areas shall be screened. The screen shall exceed the height of the dumpster or trash containment areas by at least two (2) feet not to exceed eight (8) feet total height. Provide note on landscape plan that dumpsters will be screened with an opaque wall or fence and be gated. 17. Return three (3) copies of the revised landscape plan to the Plans Development Administrator. 18. The City Beautiful Commission recommends preserving as many existing trees as feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger. 18. Please see the conditions of approval listed below. Staff recommends the applicant provide landscaping along the western perimeter of Lots A and B at one and one-half (1 'h) times the typical ordinance requirement for the placement of trees and shrubs within the buffer area. There is approximately 235 linear feet of western perimeter shown on the proposed development for Lot B. Normally in addition to the opaque screen adjacent to the property zoned R-2 eight (8) trees and twenty-three (23) shrubs would be required. Landscape provided at one and one-half (1 '/2) times would require twelve (12) trees and thirty-five (35) shrubs. Providc additional irees and shrubs in tree western buffer area. Staff recommends the applicant provide a cart corral for the placement of shopping carts within the parking lot of Lot B. Locate cart corral on plans. She stated the store would be a four (4) sided building with brick on all exteriors. The Commission questioned Ms. Spainhour if the commitment to provide a combination of materials on the building was an amendment to the application request. She stated she was amending her application to include the combination of exterior materials to allow the massing of the building to be broken. Provide information stating what materials will be used on the exterior walls of the building. Please let me know if you have any questions or comments concerning this information. D.
