3 A RESOLUTION TO AUTHORIZE THE MAYOR AND CITY CLERK TO
4 EXECUTE ANY DOCUMENTS NECESSARY TO ADJUST THE EARLIER
5 PURCHASE OF PROPERTY FROM THE ESTATE OF MARY
6 RATCLIFFE AND/OR JOHN AUGUST MAERTENS, WILLIAM ADAMS
7 RATCLIFFE,III,AND KATHYRN A.RATCLIFFE,INDIVIDUALLY AND
8 AS HEIRS OF THE ESTATE OF MARY RATCLIFFE; AND OTHER
9 PURPOSES.

11 WHEREAS,on December 17,2024,the City of Little Rock Board of Directors authorized the Mayor
12 and City Clerk to purchase real estate from the estate of Mary Ratcliffe and/or John August Maertens,
13 Willaim Admas Ratcliffe,III and Kathyrn A.Ratcliffe(Resolution 16,541);and,
14 WHEREAS, the land has already been purchased and portions of it have been sold for economic
15 development projects;and,
16 WHEREAS, after reviewing the title work in conjunction with the new projects, staff realized that
17 portions of the Ratcliffe Property were acquired that should not have been;and,
18 WHEREAS,conveying this particular portion of land back to the Ratcliffe Family will not alter the
19 original acquisition or purchase price of the acquisition,nor will it have an impact on the two projects that
20 have been located on the property.
21 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK:
23 Section 1. The Mayor and the City Clerk are authorized to execute any necessary documents, in a
24 form acceptable to the City Attorney, to adjust the earlier purchase of property from the estate of Mary
25 Ratcliffe and/or John August Maertens, Willaim Admas Ratcliffe, III and Kathyrn A. Ratcliffe, more
26 particularly described as follows:

28 41.6011 ACRES BEING A PORTION OF THE NORTH 1/2 OF THE NW1/4 OF
29 SECTION 30, T-1-N, R 11-W; PULASKI COUNTY, ARKANSAS; MORE
30 PARTICULARLY DESCRIBED AS FOLLOWS:
31 COMMENCING AT THE NORTHWEST CORNER OF SAID SECTION 30;
32 THENCE S88°37'14"E,ALONG THE NORTH LINE THEREOF,A DISTANCE OF
33 548.10'TO THE POINT OF BEGINNING;THENCE CONTINUING ALONG SAID

1 NORTH LINE, S88°37'14"E-1274.63' TO A POINT IN THE CENTER OF
2 FOURCHE BAYOU; THENCE IN A SOUTHERLY DIRECTION ALONG THE
3 CENTERLINE OF FOURCHE BAYOU THE FOLLOWING: (1) S07°39'29"W-
4 333.12'; (2) SO4°30'54"E-190.16'; (3) S03°28'55"W-379.09'; (4) S15°01'53"W-
5 252.35'; (5) S29°16'30"W-140.71'; (6) S21°13'26"W-47.82' TO A POINT ON THE
6 SOUTH LINE OF SAID NORTH 1/2 OF THE NWI/4, THENCE LEAVING SAID
7 CENTERLINE AND ALONG SAID SOUTH LINE, N88°26'01"W-1348.87' TO A
8 POINT ON THE EASTERN RIGHT OF WAY LINE OF UNION PACIFIC
9 RAILROAD; THENCE ALONG SAID RIGHT OF WAY, ALONG THE ARC OF
10 A 5530.78' RADIUS CURVE TO THE RIGHT, HAVING AN ARC LENGTH OF
11 1335.55' AND CHORD OF N12°02'56"E-1332.31'; BACK TO THE POINT OF
12 BEGINNING.
13 Section 2.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word
14 of this resolution is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication
15 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the
16 portion so declared or adjudged invalid or unconstitutional were not originally a part of the resolution.
17 Section 3.Repealer.All laws ordinances resolutions or parts of the same that are inconsistent with the
18 provisions of this resolution are hereby repealed to the extent of such inconsistency.
