Signage is to be reviewed and permitted separately. Submit one (1) copy of a current stamped and signed legal survey. Additional screening shrubs will be required between the vehicular use area and the National Drive right-of-way. There is approximately one hundred and thirty (130) linear feet of new drive adjacent to the right-of-way. Screening shrubs with an average linear spacing of 3'-0" on center will be required between the vehicular use area and the right -of way. Eighteen (18) needle point holly are shown in this area. Forty-three (43) shrubs will be required. Provide twenty-five (25) additional shrubs. Additional screening shrubs will be required between the vehicular use area and the 1-30 Service Road right-of-way. There is approximately one hundred and ninety (190) linear feet of vehicular use area adjacent to the right-of-way. Screening shrubs with an average linear spacing of 3'-0" on center will be required between the vehicular use area and the right -of way. Twenty-two (22) needle point holly are shown in this area. Sixty-three (63) shrubs will be required. Provide forty-one (41) additional shrubs. Approximately eighteen (18) feet of vehicular use area is adjacent to the right-of-way on each side of the south parking entrance. Additional screening shrubs will be required in this area. Six (6) shrubs will 3'-0" on center will be required on each side. Dumpsters or trash containment screens shall exceed the height of the dumpster or trash containment area by at least two (2) feet not to exceed eight (8) feet total height. Verify proposed screen height will exceed the height of the dumpster. A six (6') foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense evergreen plantings, is required along the western perimeter of the playground area which is adjacent to the property zoned C-3. If evergreen plantings are used to satisfy this requirement provide plant material in a size that will meet or exceed the 6' height requirement within the first growing season. All landscape areas shall be protected as per City of Little Rock Landscape Ordinance (Sec. 15-100). Provide note on plan specifying type and location of mulch, edging, wheel stops, and/or concrete curb and gutter. Return three (3) stamped and signed copies of the revised landscape plan to the Plans Development Administrator. The City Beautiful Commission recommends preserving as many existing trees as feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger. D. It appears that the proposed main campus landscape meets or exceeds the required minimums. The south parking area also looks good however there are a few items that you may want to address. First you will need a few more shrubs at the parking entrance and on the north and south perimeters. Second you may want to use some of the existing trees for credit. Below I have outlined where you can find this specification in the city code and how this may be addressed. Sec. 15-96. Perimeter planting strips. (a) A perimeter planting strip is required along any side of a vehicular use area that abuts adjoining property or the right-of-way of any street. (b) Trees shall be planted with an average linear spacing of not less than thirty (30) feet within the required landscape or buffer area. Three (3) shrubs or vines for every thirty (30) linear feet shall be planted in the perimeter planting strip. (10) trees and (31) Shrubs will be required on each of the north and south perimeters of the south parking area. (3) trees and (8) Shrubs will be required on the east perimeter of the south parking area. Interior requirement is met. Existing trees can be counted to satisfy the above requirement. A few of the issues that will need to be resolved include the status of the building as freestanding or an addition to be connected to the existing structure, the amount of parking located off site, and the locations and dimensions of the new curb cuts / entry drive. Landscape: As we discussed when this project reviewed for permitting there will be some basic items that I will look for that will include but are not limited to the following. • Site plan must comply with the City's minimal landscape and buffer ordinance requirements. • One (1) tree and four (4) shrubs shall be planted in the building landscape areas for each forty (40) linear feet of vehicular use area abutting the building. • An irrigation system shall be required for developments of one (1) acre or larger. (Sec. 15-100). Provide note that all landscape areas will be covered by an automatic irrigation system. ■ Shrubs shall have a minimum height of eighteen (18) inches at installation • A perimeter planting strip is required along any side of a vehicular use area that abuts adjoining property or the right-of-way of any street, highway or freeway. This strip shall be at least nine (9) feet wide. One (1) tree and three (3) shrubs or vines shall be planted for every thirty (30) linear feet. ■ Perimeter landscape will need to be placed inside property line on National Drive. • Crape Myrtles will not be accepted as trees. • One (1) tree shall be provided for each twelve (12) parking spaces in the interior of the parking area. • Developments with fewer than one hundred fifty (150) parking spaces shall have: Single -trunk trees with a minimum caliper of two (2) inches measured twelve (12) inches above grade at planting; or Multitrunk trees with a minimum of three (3) canes with a minimum caliper of one (1) inch each measured twelve (12) inches above grade at planting. Dumpsters, loading docks, heating and air conditioning units, external storage of materials, shall be screened from abutting properties and streets. The screen shall exceed the height of the dumpster or trash containment areas by at least two (2) feet not to exceed eight (8) feet total height. Provide note dumpster will be screened as per specification. In addition graphically show gate and provide appropriate text.
