3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO
4 CONTRACTS WITH TWO ORGANIZATIONS TO PROVIDE PRE- AND POST -
5 TREATMENT NEIGHBORHOOD SUPPORT CENTER SERVICES TO LITTLE ROCK
6 RESIDENTS AGES 18 AND OVER; AND FOR OTHER PURPOSES.

8 WHEREAS, the City of Little Rock is committed to providing prevention, intervention, and
9 youth development programs and services to enhance public safety and community - building, and
10 WHEREAS, the City advertised a formal Bid No. 6293 to solicit proposals for pre- and post -
11 treatment Neighborhood Support Center Services to Little Rock residents ages 18 and over, and
12 WHEREAS, a review committee met and reviewed the proposals submitted on December 29,
13 2006, determined the lowest responsible and responsive bidders, and recommends the organizations
14 listed below for contract awards.
15 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
16 ROCK, ARKANSAS:
17 Section 1. Contracts for pre- and post- treatment Neighborhood Supportive services are
18 hereby awarded to the following organizations:
19 1. Step Up Support Center (Southwest and East Neighborhoods) $169,716.00
20 2. Black Community Developers (Central, Midtown and West Neighborhoods) 174,964.00
21 Section 2. The City Manager is authorized to enter into contracts with these organizations
22 providing Neighborhood Supportive Services in targeted neighborhoods, upon approval of the contract
23 by the City Attorney.
24 Section 3. Funds for these programs are from FUTURE - Little Rock tax revenue specified
25 for prevention, intervention, and treatment programs, account number SOOT458.
26 Section 4. The term of the contract is from February 7, 2007 to December 31, 2007, and may
27 be extended for two additional one -year terms contingent upon appropriation, satisfactory
28 performance and mutual agreement of the parties.
29 Section 5. Severability. In the event any portion of this resolution is declared or adjudged to
30 be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions
31 of this resolution, which shall remain in full force and effect as if the portion so declared or adjudged
32 invalid or unconstitutional was not originally a part of this resolution.
33 Section 6. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict
34 with any provision of this resolution are hereby repealed to the extent of such conflict.
