SUBJECT: 15-675 Dollar General of Little Rock (Ferndale)
To Whom It May Concern:
Blew & Associates, PA received comments for the Dollar General of Little Rock (Ferndale) on July 23, 2015. The
following are the responses to the comments:
Public Works Department
1. Provide detail of proposed lane widening and 6 ft paved shoulder;
Detail is now included on Details Sheet C6-2.
2. Provide detail of proposed driveway to comply with CLR Standard detail PW-34;
Detail is now included on Details Sheet C6-1.
3. Any work involving one (1) or more acres of disturbed area requires a State of Arkansas NPDES
permit. Contact the Arkansas Department of Environmental Quality, NPDES branch at 501-682-0744 for
applications and information about General Stormwater Discharge Construction Permit #ARR150000.
The Storm Water Pollution Prevention Plan has been included with this submittal, which includes Permit
#ARR150000
4. Provide one (1) copy of detention plans and calculations to Vince Floriani at 701 West Markham
Street. Contact Vince Floriani at 501-371-4817 or Nathan Charles at 501-918-5348 with any questions or for more
information Parking lot detention may not exceed 6 inches in depth and must be located no closer than 10 feet
from adjacent buildings.
The Storm Water Management Report has been included with this submittal, which includes all storm
water calculations.
5. Damage to public and private property due to hauling operations or operations of construction related
equipment from a construction site shall be repaired by the responsible party.
This note has been added to the Revised Site Plan.
6. Prepare a letter of pending development addressing streetlights as required by Little Rock Code Section 31-
403 of the Little Rock Code. Contact Pulaski County Road and Bridge at 501-340-6800 for more information
regarding streetlight requirements.
This site is located outside of the City of Little Rock's City Limits, and will not be required to follow the
City's Street Light Regulations, per a phone conversation with Greg Simmson on 7/27/2015. The Pulaski

County Road & Bridge Department will also not require street lights, per a phone conversation with John
Burton on 7/27/2015.
7. Contact Public Works, Civil Engineering, Vince Floriani at 501-371-4817 for confirmation of installed
improvements as required by the City of Little Rock prior to occupying the facility;

8. All signage, pavement markings and parking lot striping shall conform to requirements given in Manual Of
Uniform Traffic Control Devices (MUTCD). MUTCD requires that parking spaces be marked in white.
All parking spaces are now shown to be white. Please see the revised Site Plan.
9. Provide as -built plans of newly installed or modified public and private stormwater drainage system prior to
occupancy of the facility. The as -built plans should contain information as found on the City of Little Rock website
at http://www.littlerock.org/citydepartments/publicworks.aspx. Plans of the stormwater drainage system within
public and private properties, right-of-ways, and easements are to be uploaded to an established City of Little Rock
Public Works FTP site. Use an FTP client to connect to www.littlerock.org or go to ftp://web.littlerock.org/ using a
web browser for download only. Go to the Public Works/Civil Engineering folder to upload or download
information. User ID and password information can be obtained by contacting the Public Works, Civil Engineering
section at 501-371-4811.

Landscape Plan Comments
1. Site plan must comply with the City's minimal landscape and buffer ordinance requirements.
The Revised Site Plan now shows the required Street Buffers and Land Use Buffers.
2. Signage is to be reviewed and permitted separately.

3. A land use buffer will be required when an adjacent property has a dissimilar use of a more restrictive
nature. In addition to the opaque screen adjacent to the residential property along the north property
additional plantings will be required. Landscaping in land use buffers shall be the same as perimeter
landscaping (Sec 15-102). Provide one (1) tree and three (3) shrubs or vines for every thirty (30) linear feet
of perimeter planting strip adjacent to the residential property.
These landscaping requirements have been addressed with the revised Landscape Plan.
4. For any site, shrubs from two (2) different genuses are required. At least twenty-five (25) percent of the
shrubs on the site outside of those required for screening purposes are to be of evergreen variety. Provide
an additional shrub specie.

An additional shrub species has been included on the revised Landscape Plan.
5. Shrubs must be eighteen (18) inches in height at installation. Provide shrub material height specification
on plan.
The Landscape Legend on the revised Landscape Plan now specifies shrubs to be 18" in Height.
6. Return three (3) revised copies of the landscape plan, sheet C2-1 and one (1) copy of the survey to the
Plans Development Administrator.

7. The City Beautiful Commission recommends preserving as many existing trees as feasible on this
site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six
(6) inch caliper or larger.
Credit for Tree Preservation is now included in the Landscape Requirement Calculations. Please
see the Landscape Credit for Preservation Table on the revised Landscape Plan.

REMARKS
Attached is the revised civil plan for the Proposed Dollar General Store #16417 to be located
at the intersection of Kanis Road and Ferndale Cut-off Road to complete our Zoning
clearance process. Let us know if you need any additional information.
