Before project can be released for permit three (3) copies of the site plan must be submitted to Subdivision Administrator, Donna James (501- 371-6821) for review and approval. 2. Building height exceeds the maximum of thirty-five (35) feet. Submit elevations to Subdivision Administrator, Donna James (501-371-6821) for review and approval. 3. Signage is to be reviewed and permitted separately. 4. A perimeter planting strip is required along any side of a vehicular use area that abuts adjoining property or the right-of-way of any street. One (1) tree and three (3) shrubs or vines shall be planted for every thirty (30) linear feet of perimeter planting strip. Requirements for landscaping in land use buffers shall be the same as perimeter landscaping. (Sec. 15-102) Landscape areas located within thirty (30) feet of the right-of-way line may be counted as part of the street side landscape planter strip rather than as interior planting. (Sec. 15-105) There is approximately five hundred and thirty (530) linear feet of street buffer adjacent to the Rushmore Avenue right-of-way north of the entry drive. A minimum of eighteen (18) trees and fifty-three (53) shrubs are required in this area. Provide three (3) additional trees and fifty-three (53) shrubs. Note: a single grouping or groups of shrubs can be used to satisfy this requirement. There is approximately two hundred and ninety-five (295) linear feet of street buffer adjacent to the Rushmore Avenue right -of way south of the entry drive. A minimum of ten (10) trees and twenty-nine (29) shrubs are required in this area. Provide five (5) additional trees. There is approximately six hundred and thirty-five (635) linear feet of street buffer adjacent to the Capitol Hill Blvd right -of way. A minimum of twenty-one (21) trees and sixty-three (63) shrubs are required in this area. Provide three (3) additional trees and sixty-three (63) shrubs. Note: a single grouping or groups of shrubs can be used to satisfy this requirement. Vehicular use areas are to be screened from the right-of-way. Provide additional shrubs at the minimum rate of 3'-0" on center to fill the gap between the mass plantings of abelia adjacent to the entry drive. 6. Any trees or vegetation located in close proximity to construction shall have the area within the dripline fenced and protected from development activities. (Sec 15-52). Note on plan the temporary method of protection for the undisturbed buffer on the south perimeter of the property. Note: protective fencing must be in place before any site work begins. 7. As a component of all land use buffer requirements, opaque screening, whether a fence or other device, a minimum of six (6) feet in height shall be required upon the property line side of the buffer. The adjacent property to the south is zoned R-2. Opaque screening, whether a fence with its face side directed outward or evergreen plantings, a minimum of six (6) feet in height shall be required. Provide note on plan indicating the type of screening that will be placed along the south property line adjacent to the R-2 zoned property. 8. Return three (3) copies of the revised landscape plan Sheet L1.1 to the Plans Development Administrator. The City Beautiful Commission recommends preserving as many existing trees as feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger. From File No. Z-6120-K The 30 foot wide landscape buffer is required to extend along the entire southern perimeter of the site. Staff stated the 30-foot wide buffer was required along the entire southern perimeter of the site. Staff also stated screening would be required along the southern perimeter of the site. Staff stated this could be accomplished through a fence or wall or with evergreen plantings. After general discussion it was determined the indicated 30-foot buffer and the adjacent tract were adequate to meet the buffering requirement. Under the landscape code Crape Myrtles will not receive any tree credit. These can be used in the landscape but only as a supplement to the minimum landscape requirements. By changing the Elm Trees to Crape Myrtle the tree requirements for the Rushmore ROW (within thirty feet of the property line) are below the minimum requirements. There is approximately 800 lin ft of property adjacent to the Rushmore Ave ROW. Trees are to be installed at the rate of 1 tree for every 30 lin ft. Twenty-seven trees will be required. The revised plan shows only twenty-three. Add a minimum of four additional trees. The Green Giant Arborviate were specified at 2" caliper so they could be counted as trees which are required for the terracing. I believe we agreed this would be the best plant (size and specie) for this application since the root structure would have a minimal impact on the geofabric of the wall. Return Arborviate Specification to the original 2" min caliper specification. If you would please send 3 hard copies of the revised landscape plan once they are finalized. The owner wanted to try to reduce the landscape cost, so we did some minor revisions, the main things being: 1) We changed the entrance off of Rushmore Ave. by deleting the divided street, deleting the planter in the divider, and changing the elm trees to crape myrtles; 2) we deleted the shrubbery and planting beds behind the pool; 3) we revised the planting bed at the east end of the drive between buildings 7 & 8; and 4) we changed some of the species of the trees and shrubs. Will you look this over and let me know if it is acceptable, and if it is not, can you tell me where we fall short. Call me if you have any questions. The two lower retaining walls are so close to each other that if we plant the required trees above the lower wall, it will affect the geofabric that is holding the wall in place. I am asking you to consider that by planting the arbor vitae trees below the lower wall, they will grow high and thick enough in just a few yeard to screen both walls. At that time I told him that I would accept arborvitaes in these areas as long as they met the 2" caliper minimum. Arborvitae are small trees with a shallow root system that shouldn't be detrimental to the structure. However, from a structural standpoint I can understand why someone may not want anything planted close to a retaining structure. The following is the wording in Chapter 29 Sec. 29-190. - Grading and drainage plan requirements Terracing width shall be at a ratio of at least one (1) foot of horizontal terrace for every one (1) foot of vertical height, up to a maximum of ten (10) feet. Terraces shall be landscaped with dense evergreen plantings sufficient to screen the cut or fill slope. The terrace may be sloped to drain up to one (1) foot in ten (10) feet of width. If the slope of the cut or fill is faced with an architectural stone wall, the terrace plantings shall be a minimum of two (2) rows of trees four (4) feet between the rows, staggered not more than twenty (20) feet on centers. How did the two retaining walls get so close? I thought there was a minimum distance of 10 feet or so.
