Where two exits are required exterior emergency lighting is required on no less than 90 minute battery power. Resubmit showing Emergency Exterior Lighting on North and South exits. Response: Occupant load is 16. Maximum travel distance is 51'-8". Only 1 exit required. 2 exits provided. Regardless, Emergency Lighting has been added on E101 Lighting plan. 35561 Civil Review (6/28/2019).- Contact Public Works, Civil Engineering Private Development at 501-371-4461 or 501-744-1773 for inspections of any work in the public right-of-way prior to placement of concrete or asphalt or for on -site clarification prior to commencing work. Failure to do so can result in removal of any improperly placed concrete or asphalt at the expense of the owner or contractor. PHASE ZERO 1 DESIGN Response: Will Comply. 2. A grading permit must be obtained prior to imitation of work. Grading permits are issued by the Public Works Department at 701 West Markham Street after approval of erosion control plan and soil loss calculations. Permit cost is $120.00 for the first disturbed acre and $60.00 each additional disturbed acre up to a maximum of 10 disturbed acres at a cost not to exceed $660.00. Response: Contractor will obtain the grading permit prior to construction. 3. All signage, pavement markings and parking lot striping shall conform to requirements given in Manual of Uniform Traffic Control Devices (MUTCD). All parking spaces shall be marked in white as per MUTCD. Response: Noted, 4. Any work within the right-of-way of a State Highway is subject to permitting by the Arkansas Department of Transportation. Response: Any ARDOT required permits will be obtained prior to construction. 5. Boundary street improvements shall include, but not be limited to, reconstruction of one-half section of the abutting street if the existing street is not up to city standards. Repair, replace, or extend existing damaged, missing, and noncompliant curb and gutter, sidewalk, access ramps or concrete driveway aprons within the public right-of-way adjacent to the site. Remove abandoned driveway cuts and replace with curb, gutter, and sidewalk. All work within the public right-of-way shall conform to City of Little Rock Standard Details ad ADA guidelines. Response: Will comply. 6. Damage to public and private property due to hauling operations or operations of construction related equipment from a construction site shall be repaired by the responsible party prior to the issuance of certificate of occupancy. Response: Noted. 7. A City of Little Rock "Engineer Certification/Indemnification of Retaining Wall Design" form must be signed by a licensed engineer in the State of Arkansas. The certification form must be provided to Public Works, Civil Engineering along with the wall design plans prior to issuance of a building permit. ARCHITECTURE 1 INTERIOR DESIGN I PLANNING PHASE ZERO DESIGN Response: General contractor will provide both certificates for the retaining wall. 8. Contact Public Works, Civil Engineering Private Development for inspection of construction retaining walls. Inspections include wall foundation aggregate for spacing depth and grade; top of wall for grade specification and location; and final inspection for height and spacing in accordance with Little Rock Code Section 29-166. Response: Will comply. 9. Provide as -built plans and data entry template of newly installed or modified public and private storm water drainage system prior to issuance of the certificate of occupancy. Provide the as -built plans and data entry template to Public Works, Civil Engineering Private development by email. Response: Civil Engineer will provide the necessary as-builts as outlined. 10. The existing concrete islands between driveways should be extended across the driveways proposed to be closed or not used. Response: The attached Demolition Plan addresses this comment. 11. Obtain Traffic Control permits prior to doing any street cuts or curb cuts. Obtain Traffic Control permits prior to doing any work on city streets or in the right-of- way. Response: Noted. 35564 Fire Marshall Review (6/28/2019): Access Roads Fire Apparatus Access Roads shall conform to all the requirements of Chapter 5 and Appendix D of the 2012 Arkansas Fire Prevention Code, Vol. 1. Specifically addressed are required access, construction and design specifications, access road gates, signs, driveway widths of structures with hydrants, aerial fire apparatus access roads, aerial fire apparatus roads distance to structure, fire lane markings, commercial and industrial developments, and residential developments. Locations change at any time upon field evaluation. Response: Noted. ARCHITECTURE I INTERIOR DESIGN I PLANNING PHASE ZERO i� DESIGN Addresses Addresses shall be posted in a conspicuous place during and when construction is complete as per Little Rock City Ordinance Section 30-346 and Section 505 of the 2012 Arkansas Fire Prevention Code, Vol.1 to facilitate emergency response. Numbers/Letters shall be Arabic numbers or alphabetic letters to be minimum 6" in height, of a durable, reflective material on a color contrasting background to promote enhanced visibility. The numbers shall be in a conspicuously placed immediately above, on or at the side of the proper door of each building so that the number can be seen plainly from the street on which the number is based. Whenever any building is situated so that the number is not clearly discernible from the street line or vision of the building from the street is otherwise obscured, the number or numbers assigned shall be placed near the walk, driveway or common entrance to such buildings, and affixed upon a gate post, fence, mailbox, post or other appropriate place so as to be easily discernible. Numbers painted or stenciled on the curb shall not be a lawful substitute for the display of address numbers prescribed by this article. Subject to change upon field evaluation. Response: Street number has been added above the entry door on the right side of the building. As the right side of the building has limited visibility from the street, the address will also be identified on the monument sign adjacent to curb cut. Fire Extin wisher Per 2012 Arkansas Fire Prevention Code, Vol. 1, Section 906, fire extinguishers meeting NFPA 10 are required throughout the space, to include but not limited to conspicuous locations, mounting, cabinets, installation, hydrostat testing, and labeling (tagging) of all extinguishers. F.E. shall be required in areas where flammable or combustible liquids are stored, used or dispensed. F.E. shall be required in special -hazard areas, including but not limited to laboratories, computer rooms, generator rooms, mechanical rooms, electrical rooms, etc. or where required by the fire code official. Provide F.E.s in quantities and locations necessary to meet the requirements of Table 906.3(1). Note that a F.E. must be within a maximum travel distance of 75' from any point of the space measured along the path. Subject to change at any time upon field evaluation. Response: (3) Fire Extinguishers are located in Car Wash Tunnel. Refer to A101 Floor Plan. Knox Box A Knox Box shall be required for this property prior to receiving Certificate of Occupancy. The Fire Department requires the minimum of the 3202 series, black, surface mounts, and lift off door. All other features, such as hinged door, recessed mount, color, and key quantity is optional, unless keys exceed 10 to be stored and the appropriate size key box or,.,.. The Knox Box shall be located at the main entrance in a highly visible location, immediately accessible, approximately five (5) feet to six (6) feet above ground level, or otherwise approved by the fire code official. Subject to change at any time upon field evaluation. All keys for the building, including interior access, must be provided prior to receiving Certificate of Occupancy. Per 2012 Arkansas Fire Prevention Code, Vol. 1, Section 506.2, the operator of the building shall notify the fire code official and provide the new key when a lock is changed or rekeyed. Response: Knox Box to be added to Right Side Elevation @ primary entry. Refer to revised A101 Floor Plan and 2/ A201 Exterior Elevations. Non -sprinkled Buildings — Hydrant All non -sprinkled buildings must have a fire hydrant within 150 feet of the structure, or additional fire hydrants will be required. Subject to change at any time upon field evaluation. Response: Noted. Illuminated egress ess Per 2012 Arkansas Fire Prevention Code, Vol. 1, Section 1006, the means of egress, including the exit discharge, shall be illuminated at all times the building spaces served by the means of egress is occupied. Illumination shall not be less than 1 foot candle (11 lux) at the walking surface. In the event of power supply failure, an emergency electrical system shall automatically illuminate areas listed in Section 1006.3, Items 1-5. Emergency power shall consist of storage batteries, unit equipment, or on -site generator. Subject to change at any time upon field evaluation. Response: Exterior building lighting included in E101 Lighting Plan, fixtures C and EM- 2. 35574 Zoning Review (6/21/2019): 1. Any new site development must comply with the City's minimal landscape and buffer ordinance requirements and with approved PCD as approved by Planning Commission (File No. Z-1002-A). Response: Will comply. ARCHITECTURE I INTERIOR DES16N I PLANNING PHASE ZERO DESIGN 2. Signage is to be reviewed and permitted separately. Response: Signage by Others. 3. Screening requirements will need to be met for any vehicular use areas adjacent to the street right of way or any adjacent properties of a more restrictive use. Additional screening will be required between the vacuum stations (where the screen wall is not provided) and the Cantrell Rd way. Provide screening shrubs with an average linear spacing of not than three (3) feet on center within the required landscape area. Additional screening will also be required along the north property line adjacent to the R-5 zoned property. Opaque screening, whether a fence or other device, six (6) feet in height shall be required upon the property line side of the buffer. In addition to the required screen adjacent to the more restrictive properties on the north and east sides of the site, plant materials are to be provided at the rate of one (1) tree and three (3) shrubs for every thirty (30). Response: Berm to be used in lieu of screening shrubs adjacent to street ROW. Labeled on revised Landscape Plan. A 6' Opaque wood fence has been added to plans on the top of the wall along the north and east sides of the project as well as vines added every 10' along the fence to satisfy the screening requirement of the more restrictive properties. 4. To receive credit trees must be a minimum of two (2) inches in caliper at installation. Specify Nellie R. Stevens Holly at a minimum of two (2) inch caliper. Response: Will Comply, Part of revised Landscape Plan. 5. All landscape areas shall be protected as per City of Little Rock Landscape Ordinance (Sec. 15-100). Mulch, edging, wheel stops, and/or concrete curb and gutter will be required. Response: Will comply. 6. All ground or roof mounted mechanical systems shall be screened from abutting properties and streets. Any trash receptacles or pickup shall be oriented away from a primary street side of the property and screened from the public right-of- way. Screen shall exceed the height of the dumpster or trash containment areas by at least two (2) feet not to exceed eight (8) feet total height. The City Beautiful Commission recommends preserving as many existing trees as feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger.
