Zoning Review: RESUBMIT
1. Any new site development must comply with the City's minimal landscape and buffer
ordinance requirements.
DGC Comment; The only site development is a fenced exterior Dog Play area that
currently is cleared, graded and reedy for fencing. Landscape is existing and meets City
Requirements. New Site plan with notes indicating existing conditions is re -submitted.
2. Any existing vehicular use area that does not meet current code requirements may continue
as nonconforming until such time a building permit is issued to rehabilitate a structure on the
property exceeding fifty (50) percent of the current replacement cost of the structure. At such
time fifty (50) percent of the existing vehicular use area shall be brought into compliance
with this chapter and shall continue to full compliance on a graduated scale based upon the
percentage of rehabilitation cost.
Verify construction cost. If renovation cost exceed fifty (50) percent of the current
replacement cost of the structure additional landscape will be required.
DGC Comment; The only work tasks involved in Building Shell rehabilitation is a new
electrical service. two (2) new overhead doors at the South Elevation, Exterior fainting, Dog
Play fence, and a new ADA compliant entrance area with relocated glass doors. These work
tasks' total is less than $ 100,000 which is well below the 50% threshold. All other wort; is
interior tenant finish. 4he.relore our intent is to leave all Landscaping in its existing
condition.
3. All existing landscape areas and mature vegetation to remain shall be protected as per City of
Little Rock Landscape Ordinance (Sec. 15-100). Mulch, edging, wheel stops, and/or concrete
curb and gutter will be required. Any trees or vegetation located in close proximity to
construction shall have the area within the dripline fenced and protected from development
activities. Any existing landscape or irrigation disturbed by construction shall be repaired or
replaced before completion and final acceptance of the project.

4. An opaque wood screening fence can be constructed to a maximum height of eight (8) feet
on commercial properties if located outside of the building setback line and a street right-of-
way. The face of the fence shall be directed outward towards the neighboring properties.

5. All ground or roof mounted mechanical systems shall be screened from abutting properties
and streets. Any trash receptacles or pickup shall be oriented away from a primary street side
of the property and screened from the public right-of-way. Screen shall exceed the height of
the dumpster or trash containment areas by at least two (2) feet not to exceed eight (8) feet
total height.
DGC Comment; The existing building screens the ground mounted Mechanical Systems.
The current dumpster enclosure wilt not be affected by the Hounds Lounge tenant work.
6. The City Beautiful Commission recommends preserving as many existing trees as feasible on
this site. Credit toward fulfilling Landscape Ordinance requirements can be given when
preserving trees of six (6) inch caliper or larger.
DGC Comment; The minor site work and fencing will not involve any tree removal or land
clearing.
Civil Enzineering Review. APPROVED
1. Contact Public Works, Civil Engineering Private Development at 501-371-4461 or 501-744-
1773 for inspections of any work in the public right-of-way prior to placement of concrete or
asphalt or for on -site clarification of requirements prior to commencing work. Failure to do
so can result in removal of any improperly placed concrete or asphalt at the expense of the
owner or contractor.
2. Boundary street improvements shall include, but not be limited to, reconstruction of one-half
section of the abutting street if the existing street is not up to city standards. Repair, replace,
or extend existing damaged, missing, and noncompliant curb and gutter, sidewalk, access
ramps or concrete driveway aprons within the public right-of-way adjacent to the
site. Remove abandoned driveway cuts and replace with curb, gutter, and sidewalk. All
work within the public right-of-way shall conform to City of Little Rock Standard
Details and ADA guidelines.
3. Damage to public and private property due to hauling operations or operations of
construction related equipment from a construction site shall be repaired by the responsible
party prior to the issuance of a certificate of occupancy.
Fire Marshall: NO RESULT CODE
Illuminated egress: Per 2012 Arkansas Fire Prevention Code, Vol. 1, Section 1006, the
means of egress, including the exit discharge, shall be illuminated at all times the building
spaces served by the means of egress is occupied. Illumination shall not be less than 1 foot
candle (11 lux) at the walking surface. In the event of power supply failure, an emergency
electrical system shall automatically illuminate areas listed in Section 1006.3, Items 1-
5. Emergency power shall consist of storage batteries, unit equipment, or on -site
generator. Subject to change at any time upon field evaluation. Contact Capt. Tony Rhodes

Fire Alarms New: Fire alarm and detection systems for new construction shall comply with
Chapter 9 (Section 907) of the 2012 Arkansas Fire Prevention Code, Vol 1 and shall comply
with all NFPA 72 requirements to include but not limited to addressable FACP by device
("point to point"), addressable dialer, candela requirements, and audible requirements. A
minimum of four (4), fire alarm shop drawings, along with an electronic pdf set, in
compliance with 2012 Arkansas Fire Prevention Code, Vol 1 Section 907 (907.1.2) shall be
submitted for review to the Little Rock Fire Department prior to installation (One set will be
retained by the LRFD Fire Marshal's Office, one set for owner, one set for fire alarm
company, and one set to remain onsite). Fire alarm plans must indicate if all fire areas will
be protected with an automatic sprinkler system. Fire alarm plans must indicate if any or all
areas will be utilized as a pre -action fire alarm/automatic sprinkler system. Final fire alarm
plans must be submitted by a licensed Arkansas Alarm Company. All plans must be on site
for inspection and is subject to change at any time upon field evaluation.
