Box 45964 Little Rock, AR 72214 501-772-4987 August 15, 2007 Dear Planning Commission, Per your request, this is a follow up letter addressing the additional information that you requested at the Subdivision Committee Meeting on August 9, 2007. The maximum number of individuals proposed to be served is six girls, ages 12- 18 in long term foster care. One full time house parent will be employed and we will provide a safe, family -style environment to teach life skills, so the girls are prepared for independent living as they age out of the foster care system. We will provide any transportation needs that the girls may have. They will have access to needed support services such as social service agencies and medical services. We are in the process of securing funding to clear the back yard and pour either a concrete slab or gravel parking spaces that will provide parking for a 10 passenger van and one to two additional visitors' parking spaces. The square footage of the entire house is 3,000 square feet. There is one bedroom upstairs that will house two girls. The majority of the upstairs will be used as a training room. The three bedrooms downstairs are 12x15 feet each. One bedroom upstairs is 1Ox15 square feet. Each girl will have her own bed. There will be two beds in each room. Box 45964 Little Rock, AR 72214 501-772-4987 July 16, 2007 Dear Planning Commission, Currently the property at 3400 West 14"' Street is vacant and not being used. Simone's Home Inc, plans to use it as a family care facility. We are a 5010 non-profit organization and the new owner of the residence. The organization was established to give teenage girls in long-term foster care the opportunity to excel. The community -based residence will be dedicated to girls between the ages of 12-18 who are in long-term foster care. We will be specializing in sibling groups so that we can keep older sisters together until they age out of the custody of the Department of Children and Family Services. We will house up to six girls in the home. We will have a live-in house parent who will provide care and life skills training to the girls. This will be a non -secure home because the girls in our program will not have violent behavioral problems and they are in the custody of the Department of Human Services because of no fault of their own. We are reaching out to this population because they are generally hard to place due to their age and not many people want to adopt teenage sibling groups. Our mission is to provide the needed tools to help young girls ages 12-18 to become self- sufficient women beyond foster care. We will teach, guide and promote good choices so they can rise above their circumstances and reach their full potential. We have four basic objectives. 1. Prepare the girls to enter the job market. 2. Give them college and Vo-Tech Opportunities. 3. Teach Prevention Curriculum 4. Provide community involvement opportunities Each girl will be assessed very carefully. Our intake guidelines are as follows: 1. Youths must not present a danger to themselves or others. Their needs must be met in a non -secure setting. 2. Youths must not be physically or emotionally dependent upon alcohol and other illegal substances. 3. Youths must be female and between the ages of 12-18 and willing to enroll in school. 4. Youths must function at 60 or above on the GAF scale as outlined by the Diagnostic and Statistical Manual of Mental Disorders of the American Psychiatric Association 5. Full scale IQ must be provided. 6. Youth must participate in non -denomination spiritual component of programming. 7. Youth must be prepared to participate in all specialized therapy services and/or educational services as deemed necessary. Independence is the ultimate goal of our program. We will help the girls develop the skills and behavior patterns needed to prepare them for independence. If the girls age out of the Foster Care System, but want to continue with Simone's Home Inc, we will continue to assist and track the progress of each youth until their 2 1 " birthday. Simone's Home uses a unique approach in providing care and assistance to female youth. This approach focuses on two components: teaching skills and building relationships. Problem solving and social skills are taught and incorporated throughout their daily activities. This provides each youth the opportunity and tools to change their behavior, build their self-esteem, and identify their strengths and the major issues to help them make positive choices in their lives. The survey revealed the following: Florence Crittenden Home: 3600 West 1 lth Street The Florence Crittenden Home has the capacity to serve adolescence up to 17 years old of age. This home's maximum accommodation is nine (9) children. Will House: 1200 S. Valentine Street The Will House is rehabilitation for recovering substance abuse. This facility will accommodate sixteen (16) men. Missionary of Charity House: 1002 Oak Street The Missionary of Charity House is a facility that is operated by the Catholic Diocese of Little Rock. This is a home for homeless women that are single, pregnant and unwed. The facility has a capacity to house eleven (11) women. 4017 and 4019 West 121h Street: Z-File No. 7725 On March 2, 2006, a special use permit was granted to the Black Community Developers, Inc. to allow use of a duplex on "R-4" zoned property as a residential facility that house participants in a substance abuse program up to twelve (12) women; six (6) per unit.
