The property contains 25.7 acres and is located south of Cantrell Road and east of Pleasant Ridge Road. The plan calls for 270,000 sq. ft. of retail and restaurant. Requested uses will be those allowed in C-3 zoning. Parking is adequate at 1,258 spaces. Required parking based on one space for 225 sq. ft. is 1,200 spaces. Access will be accomplished from six driveway locations. The center will have main driveways from Cantrell Road and Woodland Heights Road. Secondary access points will be from Fairview Road and Woodland Heights Road. A portion of this site is currently zoned PCD. The portion along Summit Road is zoned R-2. The developer is requesting two outlots fronting on Cantrell Road for possible restaurant locations. A deferral is being requested for a portion of the MSP improvements along Fairview Road. This request is due to the uncertainty of the property west of Fairview Road. Currently there is no bus service in the area. If bus service to this area were deemed necessary, the cost of extending service to Pleasant Ridge would be approximately $ 200,000 annually. Funds for service expansion are not in CATA's current budget. CATA would not be able to provide service to the new shopping complex without an increase in the City of Little Rock's local contribution. In the event that transit service to Pleasant Ridge is requested and funded, CATA requests that as part of the project, a location be selected for a bus stop and layover. This location would have to be suitable to allow the bus to park for a few minutes until the time of its scheduled return trip. Further, the bus must be able to access the stop safely and efficiently in both travel directions. For example, the bus would have to exit and enter Cantrell Rd. at signalized intersections. Please let me know if CATA may be of any assistance in developing a transportation plan for the Pleasant Ridge area. Preliminary findings indicated that the proposed main entrance to the shopping center across Southridge Dr. would result in severe congestion on Cantrell Rd. Traffic models show that moving the main entrance to what is now Drive B, and signalizing it, would alleviate this problem. Specific requirements are as follows: ➢ Make what is now Drive A right -in -right -out only with an island. ➢ Move the main entrance to what is now Drive B and signalize it. ➢ This signal will serve traffic on Cantrell and shopping center traffic.. Any driveway across the entrance on the other side of Cantrell will not be served by the signal ➢ Build two left -turn lanes (200ft. bay length) and one right -turn lane out of Drive B ➢ Stripe west -bound left turn lane on Cantrell at the main entrance. ➢ Dedicate r-o-w for an EB right -turn lane for the length of the property. All grading work for the construction of right turn lane must be taken care of as part of this development. ➢ Other street improvements for Fairview Rd., Summit Rd. and Woodland Heights Rd. as required by Civil Engineering Traffic Engineering has notified Peters and Associates of the above requirements. We recounted the intersections on Cantrell per the neighborhood's request. Traffic volumes are higher, however we are able to maintain the same levels of service with or without the development. As traffic increases in this corridor, additional capacity improvements will be needed for the intersection of Cantrell and Rodney Parham to maintain acceptable levels of service. Attached are printouts from Synchro depicting the traffic counts and levels of service for the different intersections along the route. Four models are represented: 1. This request doesn't conform to Land Use Plan or any of the various studies that have been made over the years on the Hwy. 10 area A development of this size will be detrimental to entire area of Hwy. 10. Traffic is already a big problem on Hwy. 10 and with the completion of all the development that is already under way, it will become an insurmountable problem. I personally feel that a moratorium on new zoning on Hwy. 10 should be put into effect until all the present construction is completed and see what effect it has on the area. What was once going to be a Green Belt is slowly but surely being turned into an asphalt jungle. Markham Little Rock, AR 72201 Dear Mr. Bozynski: I sincerely appreciated the opportunity to speak before the Planning Commission. on August 26th in opposition to the Pleasant Ridge Project. While I personally will not be speaking on October 7ah since we have grouped our remarks, I wanted to make you aware of my feelings once again. I have seem the latest version of the project and must tell you the alterations in no way change my original opinion. The shopping center that he has planned does not complement my neighborhood which is a major point that was made by the staff. The development is too big for the land, the design does not blend well with the neighborhood, and frankly, closing the rear entrance only makes matters worse for us. I must also add that Earn in opposition to the mixed use plan offered by the city. This land is currently zoned residential. The future land use plan calls for suburban office. A lot of time and effort went into that future land use plan that was subsequently approved by our elected officials. I do not want to see that changed to appease a developer. I maintain the following objections to the development: Closing the rear entrance will force more traffic onto Fairview which goes right past my house. While this decision may have pleased others, it only complicates life for my neighborhood. The increase in traffic also adds a serious safety issue. This neighborhood is where people walk their dogs and families walk their children in strollers. We simply do not need cars rushing up and down Fairview going to the latest sale! The hours of operation are unreasonable to be adjacent to a neighborhood. Shopping center traffic and delivery traffic will be disruptive to our quiet lifestyle. Cantrell traffic is already at capacity or beyond during peak hours. Is this location really the best place for a shopping center? The issue to me is not whether the traffic lights can maintain flow by the timing of the green lights, but the volume of traffic which increases every day. To add a shopping center will only increase the volume. Approving the variance without immediate construction could leave us with a potential eyesore for many, many years. Since Mr. Schickel has had commercial property along Cantrell that has remained undeveloped; where is the guarantee that he will ever develop this property? Mr. Schickel is now proposing a wall on the corner of the shopping center by the residential area This wall and the few trees that he is proposing do not nullify the impact of a two story department store less than 200 feet from my front door with its loading dock facing my neighborhood. Once again, I urge you to deny his request to change the zoning and the future land use plan. This is simply not the best use of the land next to my neighborhood. with all of the proposed new shopping centers for Little Rock, I ask again if this is the best location for such a place? You already know that the shopping center does not fit into the neighborhood. The increase in traffic, the potential milling and crime, the hours of operation and everything connected with this development are in opposition to a peaceful neighborhood that we have enjoyed for years. The analysis shows that the trips generated by this development are twice as much as shown in the Report submitted to Public Works. This really changes things. I haven't had the chance to add these new numbers into our model. Based on the numbers, the AM rush hour should be included in the analysis as well. The opinion of Peters and Associates that says the affects will be negligible is incorrect due to the additional 528 additional trips being added to Cantrell Road in the AM rush hour. This represents a 220 growth in traffic due to the center as proposed. The amount of traffic being routed to the neighborhood, which is 15% of the traffic from the development amounts to 299 trips, which is higher than the total amount of trips currently on Pleasant Forest. Public Works traffic studies show that Pleasant Forest is already over a maximum capacity of 5,000 oars a day_ With this'center opening up and dumping more traffic into the neighborhoods, it will take•an already serious speedingand'traffiic problems and multiply them many times'over. This Will jeopardize resident's personal safety destroy property values and Property safety. It will increase noise pollution, littering and property -crimes as well. I have spoken with Bill Henry whose !one comment about the problem was "we are looking at it Any suggestions made by myself have been dismissed with such remarks as, "you cannot put speed bumps on a collector street". "You cannot use three way stop signs to control traffic". And "we are looking at other options". In the traffic study prepared by the developer's engineer, several things stand out. The study was done using summer time data. The study did not include data for Saturday and Sunday traffic flows. Are the developments stores going to be closed on the weekends? This traffic study did not indicate the impact increased traffic would have on the emergency fire response. Fire Station 16 is the first response for Pleasant Forest, Pleasant View, Cedar Branch, Pleasant Valley, Longley, and Pebble Beach neighborhoods for fire protection and emergency care. Station 16 lies on the North side of the Sou thridge and Hwy 10 intersection, while the neighborhoods lie on the South. This development lies between these neighborhoods and their fire protection. Another very troubling fact, this development is already a failure. Mr. Schickel obtained the zoning for a commercial development at the Hwy 10 site ten years ago. He then cut the mountain down, creating a terrible eyesore and an environmental hazard since the site lacked proper drainage. Storm water run off ruined lakes and yards at the "Piedmont'Lakes" neighborhood. The EPA fined Mr. Schickel $17,000.'00 and the problem is still not corrected: Fairview Rd. He is now two years past that extension and no improvements have been made. The site plans also lack adequate buffering and green spaces. I don't think increasing the size of a failed development solves any of its existing problems; it only creates larger and more complicated problems. I understand the proposal is to develop a center with 300,000 sq. ft. of "high -end" shops and restaurants which will attract many shoppers. This would back up to Fairview Rd. and Woodland Heights! We do not want that near our homes! The rear exit will spill out onto Woodland Heights, which will encourage people to take a "short cut" down Pleasant Forest Drive or Sierra Forest. This will destroy our neighborhood. I am the principal at Jefferson Elementary School and I have lived on Pleasant Forest Drive for eleven years now. I raised my children in this neighborhood and now have grandchildren who enjoy playing here. The traffic on Pleasant Forest Dr. has steadily increased as well as the speed at which the cars fly over the hill and past my home. This is very dangerous for children playing in the neighborhood. Something must be done to preserve the family -friendly atmosphere of our neighborhood. The proposed Pleasant Ridge development would increase traffic through here and worsen the traffic congestion that already exists. This proposal is unacceptable. We do not need a shopping area this close to a residential area. I understand the proposal is to develop a center with 300,000 sq. ft. of "high -end" shops and restaurants which will attract many shoppers. This would back up to Fairview Rd. and Woodland Heights! This will destroy our neighborhood. I am the principal at Jefferson Elementary School and I have lived on Pleasant Forest Drive for eleven years now. The traffic on Pleasant Forest Dr. has steadily increased as well as the speed at which the cars fly over the hill and past my home. This is very dangerous for children playing in the neighborhood. The proposed Pleasant Ridge development would increase traffic through here and worsen the traffic congestion that already exists. I wish to express my opposition to the development in its current form. Among my concerns are: 1) Vehicular traffic flow will increase substantially from its current level in and around the development. While traffic engineers may believe that this will not be a problem, I know from living near Park Plaza for several years that retail traffic presents hazards which don't exist in non -retail areas. The danger is especially acute when school bus stops --of which there are several on the streets adjacent to the proposed development —are forced to coexist with retail traffic. 2) There is insufficient buffer area around the proposed development. An established neighborhood like Pleasant Forest should be well -buffered from new construction such as this. In plans that I have seen, the largest building in the development is the one closest to residential areas. 3) Values for homes in the area (I just moved to my house at the end of June) will be negatively impacted due to the increased traffic and proximity to retail. This is not speculation. Ask people who live near any of the retail developments on West Markham or Chenal Parkway how their property values have held up since those stores became their neighbors. 4) Criminal activity usually increases when large retail stores like the ones in this proposal are operating. Having gone through burglary and identity theft myself, I wish to avoid repeating that experience. I believe the risk would be substantially greater in the presence of this development. 5) In addition to the vehicular issue above, I am concerned that Highway 10/Cantrell Road won't safely support the increase in volume the development represents. This artery is already heavily traveled and congested. The proposed development will exacerbate that congestion. I am not opposed to development per se, and I know that the developer is anxious to maximize this property. Perhaps a smaller version of this development would present a more suitable use for the developer and for the residents of Pleasant Forest. I have been a resident at the above address for the past 12 years and have been a daily witness to the development in the area. I have some strong concerns about the planned rezoning and urge you to vote against re -zoning this area. This is my first time to ever approach the Planning Commission, further evidence of my concerns. When I moved to the area 12 years ago, it was with the clear understanding that there would be some commercial development along Cantrell. With Pleasant Forest being a collector street, I stood at the curb a long: time and contemplated residential traffic, before buying my house. At that ' tilrie, having .two son, II was concerned back then about my future teenagers entering and exiting my driveway onto Pleasant Forest Drive. - Today, with the rapid growth. along the Cantrell corridor, the traffic during rush hour has become unbearable, and many folks..cut through Pleasant Forest Drive .because of the stop lights affording access to Rodney Parham with easy access to I-630 without having to sit in light -to -light stopped traffic on Cantrell. With the opening of Walmart and the addition of new apartments near Kroger, the traffic on Cantrell will only increase. Currently, I find it almost impossible to safely exit my driveway during the morning rush hour, and I almost get rear -ended daily pulling in after work. A new major commercial rezoning effort will only exacerbate this and other problems. The land along Cantrell was raped several years ago and left undeveloped. It would be a good thing to develop this land which is now an eyesore according to the current zoning codes. My understanding is that the developer wants to rezone the transitional office -zoned buffer between Cantrell and the neighborhood to become commercial property, larger than Park Plaza mall area, all the way to the back of the office complex on Woodland Heights, and without any street improvements on Woodland Heights or Fairway. Additionally the plans call for removal of the hillside all the way back and placement of a large store against the perimeter nearest the neighborhood. I strongly oppose the rezoning and this particular development for the following reasons: a) the current zoning promises the neighborhood a transitional ' office 'zoned buffer which 'is preferred to direct commercial development...
