A local developer, Lou Schickel, whose company Pleasant Ridge Development, is planning a 27-acre commercial development on highway 10. This development does not meet any of the city's minimum buffers for commercial development. It is also projected to bring over 14,000 additional cars to an area already suffering from traffic congestion problems now. I do not see how this area will be able to handle an additional 14,000 plus cars per day safely. Pleasant Forest and Pleasant View already have a very serious problem with speeding and heavy traffic flow. We have had a child killed, an adult seriously injured and thousands of dollars in property damage done. Pleasant Forest drive is defined as a collector street by Little Rock Public Works department. Public Works own traffic department studies show that Pleasant Forest is already over it's maximum capacity of 5,000 cars per day. With this center opening up and dumping more traffic into the neighborhoods, it will take already serious speeding and traffic problems and multiply them many times over. This will totally destroy both neighborhoods. It will jeopardize resident's personal safety; destroy property values and property safety. It will increase noise pollution, littering and property crimes as well. There have been two different traffic studies done on this area by both the developer's traffic engineer and the city of Little Rock's traffic engineer. Neither study shows any impact _ the increased traffic will have on the emergency fire response from Fire Station 16. Fire Station 16 is the first response for Pleasant Forest, Pleasant View, Cedar Branch, Pleasant Valley, Longley, and Pebble Beach neighborhoods for fire protection and emergency care. Station 16 lies on the North side of the Southridge and Hwy 10 intersection, while the neighborhoods lie to the South. This huge development lies between the neighborhoods and their fire protection. This plan is one of the worse examples of "Commercial Creep" I have ever seen. I would hope you would thoroughly examine the plans and think very carefully of the long range impact this commercial development will have on these established neighborhoods and their residents. I love living in Pleasant View and have wonderful neighbors. I would hate for one greedy development company to be allowed to destroy my neighborhood, the surrounding neighborhoods and the quality of life I enjoy here. I have made a major investment in Little Rock and Pleasant View. The Little Rock Public Works Planning Department and the Little Rock Planning Commission have already turned their backs on the residents of these neighborhoods. If the City of Little Rock Board of Directors, city manager and Mayor cannot be trusted to follow Little Rock's own Land Use Plan and zoning, where will "Commercial Creep" end? Will any neighborhood in Little Rock be safe? How will any one be able to purchase a home and have any assurance that a commercial development will not be allowed to change the zoning and move in next door?? I would appreciate your support in voting against this development at the November 9, 2004 agenda meeting. Your vote against this development is a vote for Little Rock residents and neighborhoods. None. Staff recommends approval of the requested PCD zoning. The Planning Commission voted to recommend approval of the requested zoning, as recommended by Staff, by a vote of 7 ayes, 2 noes and 2 absent. The Planning Commission reviewed the proposed PCD request at its October 7, 2004 meeting. There were registered objectors present. All property owners within 200 feet of the site, all residents within 300 feet, who could be identified, the Walton Heights/Candlewood Property Owners Association, the Peidmont Neighborhood Association and the Pleasant Forest Neighborhood Association were notified of the Public Hearing. On December 20, 1994, through Ordinance No. 16,808 the City Board of Directors approved a PCD that would allow the development of a mixed use "Neighborhood Commercial" shopping center and an accompanying office development. The site was a 12.83 acre -tract and of the BACKGROUND CONTINUED area, 11.48 acres was proposed to be developed as the shopping center. The proposed structure was 97,680 square feet, and 463 parking spaces were provided. The remaining 1.35-acre tract was to have 10,000 square feet of office building space with an additional 50 parking spaces. The uses proposed for the shopping center were all by - right C-2 and C-3 zoning district uses, except that there were to be no service stations, auto glass or muffler shops, convenience stores, or car washes within the scope of the PCD. The uses proposed for the office building were all uses by -right in the 0-2 and 0-3 zoning district. On January 9, 1997, the Commission reviewed a request for a change in the right-of-way dedication and street improvement requirement to Fairview Road. The developer requested all right-of-way dedication and street improvements be taken from the property located to the east of Fairview Road. The Board of Directors adopted Ordinance No. 17,331 on December 3, 1996, allowing the five year deferral of street improvements (or until development on the Pleasant Ridge Square PCD) to Fairview Road. The Little Rock Planning Commission granted a three year time extension for the proposed submission of the final development plan at their December 22, 1997 Public Hearing. A request was filed in 2000 for an additional three year time extension but was later withdrawn when the applicant determined a final development plan would be submitted. The Final Development Plan for the Pleasant Ridge Square Long -form PCD was approved on February 1, 2002. The site now contains 25.7 acres and is - located south of Cantrell Road and east of Pleasant Ridge Road. • The proposed site plan includes the development of 300,000 square feet of retail and restaurant space. The request includes C-3, General Commercial District uses as allowable uses for the proposed development. The applicant has indicated 1258 parking spaces. Access to the site will be accomplished from five driveway locations. The center's main entrances will be on Cantrell Road. Secondary entrances are located on Woodland Heights Road and Fairview Road. No access is being proposed from Woodland Heights Road on the south. 2 BACKGROUND CONTINUED A portion of the site is currently zoned PCD. The portion along Summit Road is zoned R-2, Single-family. The developer is requesting two out -lots fronting on Cantrell Road for possible restaurant locations. Land alteration variances for height and cut along Fairview Road and grading the entire site are also being requested. The site plan includes grading of property owned by the Catholic School as well. The applicant is requesting the closure of Summit Road in conjunction with the rezoning request. This is a separate item on this agenda (G-23-340). He has represented that he owns all the houses along the street. I asked her if the owners of the property along the street would have been specifically advised that the street is being considered for abandonment. She said no, because the street abandonment is just a part of the PRD application and unless the neighbors have been following the process fairly closely, they would not necessarily know that. I asked her if we really know that Lou owns all but 2. She said no, so I suggested to her that she have him show us deeds for all the other properties. She is going to do that. She stated that Lou will not be closing on two of the homes until Nov. 22 and Dec. 2 and she wondered if that would prevent the closure of the road. I haven't done any research on that, but it seems to me that the City would not want to take away access to a property if for some reason a deal falls through. As a practical matter, though, the road will still be there and I have been advised that Lou has no plans to tear up the road for some time. (If at all). He could make that fact a part of his application, so that no street access would be denied to those owners of the other properties while they still own those parcels. I suppose if the current two owners of the properties would state before the Board that they have no objection to the abandonment of the street, there would be no reason to deny the street abandonment on the basis of lack of access to other owners. Your thoughts? About nine years ago, this developer was allowed to remove a large amount of earth to make a level area for his commercial development for which he proposed to begin construction within a year. The majority of the site remains undeveloped, with a convenience store now located on the east end. West Little Rock is an attractive and desirable place to live due to its rolling hills and trees. In the area of this development, the top of the ridge is still intact and lined with trees, offsetting somewhat the massive cut that now exists below this ridge. Now, the developer intends to remove the remainder of the ridge and lower the existing cut section even more, which will complete destruction of the West Little Rock character for this area. The resulting site will be 4.5 acres larger than Park Plaza. Siting a Wal-Mart at this location would not be more unattractive. I am generally a believer in the allowing developers to develop, but not without the developer having some sense of responsibility in maintaining the character and integrity of an established neighborhood. Little Rock is growing westward where there are plenty of flat parcels of land for commercial development, without trying to invent a flat piece of ground by massive excavation in the middle, of established residential neighborhoods. This development will require a variance to cut off twice as much hill as is allowed by the L.R. Land Alteration Plan.
