3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND
4 UNFEASIBLE TO BID; AND TO AUTHORIZE THE CITY MANAGER
5 TO EXECUTE A SOLE SOURCE AGREEMENT WITH THE PULASKI
6 COUNTY IMAGINATION LIBRARY IN AN AMOUNT NOT TO
7 EXCEED SEVENTY-FIVE THOUSAND DOLLARS ($75,000.00) TO
8 PROMOTE EARLY CHILDHOOD LITERACY; AND FOR OTHER
9 PURPOSES.

11 WHEREAS, each month, Dolly Parton's Imagination Library mails a high-quality, age-appropriate
12 book to all children from birth to age five(5)who are enrolled in the program and books are sent regardless
13 of a family's income and at no cost to the child's family,and each book is addressed to a child individually;
14 and,
15 WHEREAS, the Pulaski County Imagination Library ("PCIL") is responsible for enrolling children
16 who live in Pulaski County, and PCIL is solely responsible for securing funds to cover the cost of books
17 and of its operations; and,
18 WHEREAS, between July 1, 2024, and June 30, 2025, PCIL delivered seventy-six thousand seven
19 hundred seventy three(76,773) individualized books to children who live in Little Rock; and,
20 WHEREAS,the Pulaski County Imagination Library is the only entity that provides such a program;.
21 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK,ARKANSAS:
23 Section 1. The Board of Directors of the City of Little Rock, Arkansas declares that it is impractical
24 and unfeasible to submit the provision of a monthly individualized book to each registered child in Little
25 Rock to a competitive bid process,and,therefore,waives competitive bidding.
26 Section 2. The City Manager is authorized to enter into a contract with Pulaski County Imagination
27 Library in an amount not to exceed Seventy-Five Thousand and 00/100($75,000.00)per year to provide a
28 monthly individualized book to each registered child in Little Rock.
29 Section 3. The funds are available from the Literacy Account No. 108159-S 1 5C697.
30 Section 4.Severability. In the event any title,section,paragraph,item,sentence,clause,phrase,or word
31 of this resolution is declared or adjusted to be invalid or unconstitutional, such declaration or adjudication
32 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the
33 portion so declared or adjusted invalid or unconstitutional were not originally a part of the resolution.

1 Section 5.Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
2 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
