3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 EXECUTE A CHANGE ORDER TO THE LITTLE ROCK ZOO CAFÉ
5 AFRICA ROOFING PROJECT FOR THE PURPOSES OF TERMITE
6 REMOVAL AND TREATMENT FOR THE CAFÉ AFRICA ROOF
7 REPLACEMENT PROJECT; AND FOR OTHER PURPOSES.

9 WHEREAS,Café Africa, located in the Little Rock Zoo, is a historic building originally constructed
10 in 1934; and,
11 WHEREAS, the City of Little Rock, Arkansas previously adopted Little Rock, Ark. Resolution
12 16,708 (May 23, 2025) authorizing a contract for the replacement of the roof at the Café Africa in the
13 amount of Eighty-Two Thousand Dollars ($82,000.00) plus ten percent (10%) contingency fee of Eight
14 Thousand Two Hundred Dollars($8,200.00), if needed, and applicable taxes and fees; and,
15 WHEREAS, during the execution of the roofing replacement project at Café Africa, extensive
16 termite damage was discovered beneath the roof structure, an unforeseen condition which presents a
17 significant public health,safety, and structural risk;
18 WHEREAS, the City must authorize a change order in the amount of One Hundred Five Thousand
19 and 00/100 Dollars ($105,000.00) to cover the cost of termite removal, treatment, and repair associated
20 with termite infestation, which was not known or reasonably discoverable prior to the start of the roofing
21 project.
22 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1.The City Manager is authorized to execute a change order in an amount not to exceed One
25 Hundred Five Thousand 00/100 Dollars ($105,000.00) with HD Roofing and Construction to remove,
26 treat,and repair damage associated with termite infestation.
27 Section 2. Funds for this project are available from the Excess Fund Balance Special Project Account
28 No. S10A237.
29 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
30 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
31 declaration or adjudication shall not affect the remaining portions of the resolution which shall
32 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional
33 were not originally a part of the ordinance.

1 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same that are
2 inconsistent with the provisions of this resolution are hereby repealed to the extent of such
3 inconsistency.
