S-867-EEEEEEE NAME: Lot 1 Tract 94 Chenal Valley Apartments Subdivision Site Plan Review LOCATION: located on the Southwest corner of LaGrande Drive and Rahling Road Extension Planning Staff Comments: 1. Provide notification of property owners located within 200 feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notices must be mailed no later than July 23, 2008. The Office of Planning and Development must receive the proof of notice no later than August 1, 2008. 2. Label the access easement proposed to serve the Lot 2. The Subdivision Ordinance typically does not allow backing into an access easement. Typically access easements are to serve less than 500 parking spaces per 500 linear feet of pavement or be constructed as a commercial street with curb cut access per section 31-210. Service easements are to be a minimum pavement width of 24 feet. Sidewalks shall be required on both sides of the service easement and they shall be separated vertically to curb height and horizontal separation of a minimum of four feet from the back of curb. 3. Provide details of any proposed playground areas and items to be included within the play area. 4. Label all fencing located on the site including perimeter fencing. 5. Provide the building coverage, both principal and accessory, in square feet, parcel size and floor area principal and accessory. 6. Dimension setbacks from property lines and distances of parking from property lines. 7. Provide the location for the call box and the location of the mail kiosk. 8. The notes indicate a maximum building height of 40-feet. The MF-18 zoning district allows a maximum building height of 35-feet. 9. The MF-18 zoning district is required to provide a minimum lot area per family of 2,400 square feet. 10. Provide details of the proposed grading plan. Will grading take place on Phases I and II and the area to the east all at the same time? 11. Provide authorization from CAW for participation on the application request. VarianceNVaivers. (Building Height?) Public Works Conditions: 1. Repair or replace any curb and gutter or sidewalk that is damaged in the public right- of-way prior to occupancy. 2. A grading permit in accordance with Section 29-186 (c) and (d) will be required prior to any land clearing or grading activities at the site. Other than residential subdivisions, site grading and drainage plans must be submitted and approved prior Item # 3. to the start of construction. If Phase II is desired to be advanced graded with construction of Phase I, a variance request must be submitted and approved by the Planning Commission. 3. Storm water detention ordinance applies to this property. Show the proposed location for storm water detention facilities on the plan. 4. If disturbed area is one (1) or more acres, obtain a NPDES storm water permit from the Arkansas Department of Environmental Quality prior to the start of construction. 5. A special Grading Permit for Flood Hazard Areas will be required per Section 8-283 prior to construction. 6. The minimum Finish Floor elevation of at least one (1) foot above the base flood elevation is required to be shown on plat and grading plans. 7. In accordance with Section 31-176, floodway areas must be shown as floodway easements or be dedicated to the public. In addition, a 25 foot wide access easement is required adjacent to the floodway boundary. 8. Alteration of the water course will require approval from the Little Rock District of the US Army Corps of Engineers prior to start of work. 9. The proposed alteration of the floodway will require flood map revisions. Obtain a conditional letter of map revision approval from Public Works and the Federal Emergency Management Agency prior to issuance of a grading permit and/or a building permit. Approval of the final letter of map revision must be approved prior to issuance of the certificate of occupancy. 10.Streetlights are required by Section 31-403 of the Little Rock code. Provide plans for approval to Traffic Engineering. Streetlights must be installed prior to platting/certificate of occupancy. Contact Traffic Engineering 379-1813 (Steve Philpott) for more information. 11.Insufficient access is provided for the total of 520 apartment units making approximately 10 trips per day per unit for a total of 5,200 trips per day. A collector street is designed for 5,000 vehicles per day. Additional access should be provided. Utilities and Fire Department/County Planning: Wastewater: Sewer available to this property. Capacity contribution Analysis is required. Contact Little Rock Wastewater Utility for additional information. Enter- : No comment received. Center -Point Energy: No comment received. AT & T: No comment received. Central Arkansas Water: Central Arkansas Water does not approve this plan as submitted because it includes development on property currently owned by Central Arkansas Water. It is suggested that this plan be deferred until negotiations are completed for transference of the property from CAW to the developer. Fire Department: Install and place fire hydrants per code. If gates are proposed a minimum gate opening of 20-feet must be maintained to allow adequate access. Contact the Little Rock Fire Department for additional information. Item # 3. County Planning: No comment. CATA: The site is not located on a dedicated CATA Bus Route. Planning Division, No comment. L_L Landscape: 1. The site plan must comply with the City's landscape and buffer ordinance requirements. 2. The zoning buffer ordinance requires a minimum fifty foot wide (50') land use buffer along the southern property line. Seventy percent (70%) of which is to be left undisturbed. Currently, this site isn't meeting this minimal requirement. Easements cannot count towards meeting this minimal requirement. 3. A six (6) foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense evergreen plantings, is required along the southern perimeter of the site. Credit towards fulfilling this requirement can be given for existing trees and undergrowth that satisfies this year -around requirement. 4. This sites combined parking numbers exceed one hundred and fifty spaces; therefore, the interior islands are required to be a minimum of three hundred square foot (300) in area to receive credit towards the landscape ordinance requirements. Also, there will need to be additional interior islands on the site to meet the evenly distributed section of the ordinance. 5. An automatic irrigation system to water landscaped areas will be required. 6. Prior to the issuance of a building permit, it will be necessary to provide an approved landscape plan stamped with the seal of a registered landscape architect. 7. The City Beautiful Commission recommends preserving as many existing trees as feasible on tree covered sites. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger. Revised plat/plan: Submit four (4) copies of a revised preliminary plat/plan (to include the additional information as noted above) to staff on Wednesday, July 23, 2008. Item # 3.
