Deltic hereby donates and dedicates to the Public an easement of way can, over and under the streets on said Plat to be used as public streets so long as the streets are utilized and maintained as public roadways by the City of Little Rock, Arkansas. The filing of this Bill of Assurance and Plat for record in the Office of Circuit Clark and Ex-Officio Recorder of Pulaski County, Arkansas, shall be a valid and complete delivery and dedication of the streets to the public subject to the limitations herein set out.
