I 2 City of Little Rock Department of Neighborhoods and Planning 723 West Markham Little Rock, Arkansas 72201-1334 (501) 371-4790 M E M O R A N D U M JANUARY 31, 1995 TO: BOBBY SIMS, SUBDIVISION ADMINISTRATOR DANA CARNEY, ACTING ZONING ADMINISTRATOR Planning Zoning and Subdivision FROM: BOB BROWN, PLANS REVIEW SPECIALIST SUBJECT: BUFFER/LANDSCAPE REVIEW OF THE SUBDIVISION AGENDA FOR FEBRUARY 21; 1995 III PLANNED ZONING DISTRICTS 3. Hunter's Green (Z-4587-A) N/A 4. Hermitage Road Business Center (Z-5583-A) 5. Westergard (Z-5946) A six (6) foot; high opaque screen, either dense evergreen plantings or a good neighbor wooden fence should be provided to screen the proposed parking lot for the antique shop and tea room serving lunch -from the property to the north. The Building'Codes Division confirms that paved reserved parking and accessibility of the building for the physically disabled will be required. IV. SITE PLAN REVIEW 6. Capitol City Packaging, Inc. (Z-4555-B) A six (6) foot high opaque screen will be required along the northern perimeter. This screen may be a wood fence with it's face directed northward or dense evergreen plantings. With the exception of those areas devoted to loading and unloading, six (6) percent of the interior of the vehicular use area must be landscaped. A three (3) foot wide landscape strip between the public parking areas and building is required. Some flexibility with this requirement is allowed. V. CONDITIONAL USE PERMITS 7. Jarrett Barber Shop (Z-1976-A) No comment. S. Wakefield Missionary Baptist Church (Z-3454-A) The land use buffers along the northern and southern perimeters are required to not drop below a width of six (6) feet. A six (6) foot high opaque wood with it's face directed outward or dense evergreen plantings are required as a component of the northern and southern buffers (because of the use of the adjacent properties, this screening requirement may not be deemed necessary). The interior landscaping should be more evenly distributed with emphasis placed on providing interior landscaped islands within the proposed large front parking lot. 9. George Jett's Gas and Service Station (Z-5843-A) The Landscape Ordinance requires a landscaping upgrade equal to the expansion proposed. However, this site does not have appropriate areas available for landscaping, Therefore, a request for a waiver of this requirement has been submitted to the City Beautiful Commission. Mr. Jett has agreed to screen the holding area with a six (6) foot high opaque wood fence. 10. Global Interdenominational Revival Center (Z-5874-A) Insufficient information to review. 11. U-Haul of Arkansas (Z-5944) A landscaping upgrade within the northern and northwestern buffer areas would serve to help improve the appearance of this site. 12. Looper office/Warehouse (Z-5945) A six (6) foot high opaque wood fence with it's face directed outward or dense evergreen plantings are required adjacent to the residential properties to the east and north. A three (3) foot wide landscape strip between the public parking area and building will be required. Some flexibility with the building landscaping requirement is allowed. 13. Champagnolle Park (Z-5947) A six (6) foot high opaque wood fence with it's face directed outward of dense evergreen plantings are required to screen the proposed areas of activity from the residential properties to the South, East, and West. 14. St. Paul United Methodist Church Day Care Center (Z-4924-A) No Comment. 15. Harris Book Store (Z-5948) Though not required by the Landscape Ordinance, areas set aside for landscaping meet the Landscape Ordinance requirements. The only exception is the area set aside for interior landscaping which is approximately 100 square feet short.
