NEW STREET: 11450 ft. ZONING: R-2 PROPOSED USES: Single Family Home PLANNING DISTRICT: 19 CENSUS TRACT: 42.06 VARIANCES REOUESTED: 1. Approval of sidewalks as shown. A. PROPOSAL/REQUEST: This proposal consists of a preliminary plat filing for 200 single family homes done within a three phase format. The development format is for a series of cul-de-sacs off the collector streets. B. EXISTING CONDITIONS: The existing land area is undisturbed at this time with natural foliage in place, which is principally hardwood. The internal streets will be built to the city's design standards. C. ENGINEERING UTILITY COMMENTS: Engineering will require construction of Chenal Parkway to meet the Master Street Plan requirements, four (4) lanes with median. All streets will have to be named on preliminary plat. Little Rock Waste Water is requiring sewer main extensions with easements. Southwestern Bell Telephone is requesting that easements be provided. 1 September 22, 1992 SUBDIVISION ITEM NO.: A Continued FILE NO.: S-867-BB The Little Rock Municipal Water Works is requiring a water main extension. Arkansas Power and Light is requiring several 15 foot easements. D. ISSUES/LEGALITECHNICALIDESIGN: 1. The applicant has indicated a deferral of the Master Street Plan Improvements for Chenal Parkway, four (4) lanes with median, but nothing has been received in writing. This issue was presented to the Planning Commission on July 28, 1992 for a plan amendment and deferred to August 11, 1992. 2. The applicant has requested that sidewalks be provided rather than a jogging trail, but nothing has been received in writing. 3. Boundary streets to the north are not shown on the plat. 4. The preliminary plat does not show the adjacent lots, parcels or ownership. 5. No letter has been received requesting preliminary plat phasing. E. ANALYSIS• The Planning staff finds no serious fault with the plat, after resolution of the Master Street Plan Improvements by the Planning Commission, Engineering staff and City Board of Directors as well as submittal of a letter indicating the applicants' requests. F. STAFF RECOMMENDATIONS: Staff recommends approval of the plat subject to the Master Street Plan requirement being resolved and letters submitted. SUBDIVISION COMMITTEE COMMENT: (JULY 23, 1992) The application was represented by Tim Daters. The staff's recommendation was discussed. Mr. Daters stated that hopefully by the August 11, 1992 and the Master Street Plan requirement for Chenal Parkway will have been resolved. There were no other issues of significance to relate to the full Commission. 2 September 22, 1992 SUBDIVISION ITEM NO.: A Continued FILE NO.: S-857-BB PLANNING COMMISSION ACTION: (AUGUST 11, 1992) Staff informed the Commission that the notice requirement has not been completed. As part of the Consent Agenda, this item was approved for deferral by a vote of 9 ayes, 0 nays, 2 absent. The deferral was to the August 25, 1992 zoning hearing. PLANNING COMMISSION ACTION: (SEPTEMBER 22, 1992) Mr. Joe White was present and represented the application. There several persons in attendance seeking information and offering concerns. Those persons were Carolyn Dodds and Bill Eldridge. The Chairman asked these neighbors to come forward and present their requests or concerns to the Commission. Both Mrs. Dodd and Mr. Eldridge spoke to the issue of drainage and their concern about the capacity of the ditches in their neighborhood. Mr. White presented an amended plan which modified the previous preliminary plat submitted at the last meeting. He indicated several changes in the plan, 1) a change to eliminate the collector street connection to Norton Road and 2) a change for indication of the proposed boundary for the location of an elementary school. Mr. White also pointed out several areas on the plat which will be utilized for purposes of stormwater detention. Mr. White felt that the on -site detention will answer the concerns of the neighborhood relative to additional runoff from this development. The Chairman, Mr. McDaniel, stated for the record that what Mr. White has offered is, in fact, required by city ordinance and the developer will not be permitted to allow more water to be drained from the site faster than it is currently. Planning staff indicated the question of improvements along Chenal Parkway have been resolved through discussions with the City Engineers office. After a brief discussion, the Planning Commission voted on a motion to approve the preliminary plat subject to the provision of four on -site detention ponds to be indicated in a general location. The motion also included approval of the sidewalk construction as requested.
