HomeMy WebLinkAbout22643 1 ORDINANCE NO. 22,643 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO DISPENSE WITH THE CITY'S COMPETITIVE BID 5 REQUIREMENTS; TO AUTHORIZE THE CITY MANAGER TO ENTER 6 INTO A CONTRACT WITH TYLER TECHNOLOGIES, INC., IN AN 7 AMOUNT NOT TO EXCEED ONE HUNDRED THIRTEEN THOUSAND 8 TWO HUNDRED TWENTY-NINE AND 49/100 DOLLARS ($113,229.49), 9 PLUS APPLICABLE TAXES AND FEES, FOR THE RENEWAL OF THE 10 ANNUAL SOFTWARE SUBSCRIPTION AND MAINTENANCE 11 SERVICES CONTRACT FOR THE CITY'S DATA HUB;TO DECLARE AN 12 EMERGENCY;AND FOR OTHER PURPOSES. 13 14 WHEREAS,the City of Little Rock,Arkansas, currently utilizes Tyler Technologies,Inc.,for its Data 15 Hub and Citizen Connect platform,which provides vital services and access to public data and city services 16 for staff and the public; and, 17 WHEREAS, Tyler Technologies, Inc. is the sole provider of proprietary software and maintenance 18 services for the City's current Data Hub and Citizen Connect system, and as it is impractical to solicit 19 another provider as set forth in the City of Little Rock Purchasing Policies and Procedures. 20 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 21 OF LITTLE ROCK,ARKANSAS: 22 Section 1.The Board of Directors hereby authorizes City Manager to enter into a one(1)-year renewal 23 of sole-source contract with Tyler Technologies, Inc., in an amount not to exceed One Hundred Thirteen 24 Thousand Two Hundred Twenty-Nine 49/100 Dollars ($113,229.49), including applicable taxes and fees, 25 for software subscription and maintenance services of the City's Data Hub. 26 Section 2. Funding for this expenditure is available in Account No. 101011-61330. 27 Section 3.Severability.In the event any title,section,paragraph,item,sentence,clause,phrase,or word 28 of this resolution is declared or adjudged to be invalid or unconstitutional,such declaration or adjudication 29 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the 30 portion so declared or adjudged invalid or unconstitutional was not originally a part of the resolution. 31 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with 32 the provisions of this resolution are hereby repealed to the extent of such inconsistency. 33 Section 5. Emergency Clause.
