3 AN ORDINANCE TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A SOLE SOURCE CONTRACT WITH MED-ENG, LLC, IN AN
5 AMOUNT NOT TO EXCEED ONE HUNDRED FORTY-SIX THOUSAND,
6 FIVE HUNDRED FORTY-SIX DOLLARS ($146,546.00), PLUS
7 APPLICABLE TAXES AND FEES, TO PURCHASE THREE (3) EOD 9N
8 BOMB DISPOSAL SUITS FOR THE LITTLE ROCK FIRE
9 DEPARTMENT'S BOMB SQUAD, UTILIZING STATE HOMELAND
10 SECURITY GRANT PROGRAM FUNDING; TO DECLARE AN
11 EMERGENCY;AND FOR OTHER PURPOSES.

13 WHEREAS,the Little Rock Fire Department Bomb Squad is in need of upgraded personal protective
14 equipment for their certified bomb squad technicians to safely respond to suspicious or confirmed
15 hazardous explosive devices;and,
16 WHEREAS, the City's Emergency Management Division seeks to utilize Homeland Security Grant
17 Program (HSGP) funding, in the amount of One Hundred Forty-Six Thousand, Five Hundred Forty-Six
18 Dollars and Zero Cents($146,546.00), including applicable taxes and fees,to purchase three(3)EOD 9N
19 Bomb Disposal Suits from MED-ENG, LLC, to properly outfit the Little Rock Fire Department's Bomb
20 Squad to respond to situations involving suspicious or known hazardous explosive devices.
21 WHEREAS, MED-ENG,LLC, also known as Safariland, is the sole manufacturer and distributor of
22 the EOD 9N Bomb Disposal Suits,and as such,qualifies for a sole source procurement in accordance with
23 the City of Little Rock Purchasing Policies and Procedures.
24 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS:
26 Section 1. The Board of Directors hereby authorizes the City Manager to enter into a sole source
27 contract with MED-ENG,LLC, in the amount of One Hundred Forty-Six Thousand,Five Hundred Forty-
28 Six Dollars and Zero Cents($146,546.00), including applicable taxes and fees, for the purchase of three
29 (3)EOD 9N Bomb Disposal Suits.
30 Section 2. State Homeland Security Grant Program provides 100% funding for the purchase of these
31 granted approved Bomb Response Suits. Funds for this purchase are allocated in City of Little Rock
32 Accounting Unit No.270519 72200 G51 P231.

1 Section 3.The City Manager is authorized to execute any and all documentation necessary to complete
2 this transaction and ensure compliance with all applicable grant and procurement requirements of the State
3 Homeland Security Grant Program.
4 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
6 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
8 resolution.
9 Section 5.Repealer.All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
10 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
11 Section 6.Emergency Clause. The assurance that all aspects of the City's bomb squad has the latest
12 and best up-to-date critical equipment is essential to the public health, safety, and welfare; an emergency,
13 therefore, is declared to exist, and this ordinance shall be in full force and effect from and after its passage.
