3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 AMEND THE CONTRACT WITH HNTB CORPORATION IN AN
5 AMOUNT NOT TO EXCEED SEVEN HUNDRED TWELVE
6 THOUSAND, FOUR HUNDRED FORTY-ONE DOLLARS
7 ($712,441.00), FOR ADDITIONAL ENGINEERING AND DESIGN
8 FOR THE CLINTON PRESIDENTIAL PARK BRIDGE
9 PROTECTION CELL REPLACEMENT PROJECT; AND, FOR
10 OTHER PURPOSES.

12 WHEREAS, HNTB Corporation was selected pursuant to an annual statement of qualifications
13 process, bid number 2306, to develop alternative designs and provide engineering consultant services for
14 the design of the Bridge Protection Cell Replacement for the Clinton Presidential Park Bridge project; and,
15 WHEREAS,a Contract for Professional Services was executed March 11, 2025, between the City of
16 Little Rock and HNTB Corporation to provide preliminary engineering and design services of sufficient
17 detail to secure an estimate of probable cost to be used as the basis to seek a legal settlement; and,
18 WHEREAS, after completing preliminary engineering and design services, it is now necessary to
19 complete final detailed engineering and design of the selected alternative protection cell and secure
20 necessary permits for construction from the US Army Corps of Engineers and the US Coast Guard to allow
21 the project to proceed; and,
22 WHEREAS, HNTB Corporation has provided a proposal to complete detailed design and secure
23 necessary regulatory permits for an amount not to exceed Seven Hundred Twelve Thousand, Four Hundred
24 Forty-One Dollars($712,441.00).
25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 SECTION 1. The Board of Directors hereby authorizes the City Manager to execute an amendment
28 to the Contract for Professional Services with HNTB Corporation in an amount not to exceed Seven
29 Hundred Twelve Thousand, Four Hundred Forty-One Dollars ($712,441.00) for a total contract not to
30 exceed amount of Seven Hundred Sixty- Two Thousand, Four Hundred Sixteen Dollars ($762,416.00)to
31 complete detailed design and secure necessary regulatory permits for the Bridge Protection Cell
32 Replacement for the Clinton Presidential Park Bridge project.
33 SECTION 2. Funding for this project is from Account Activity S400634.

1 SECTION 3. Severability. In the event any title,section, paragraph, item,sentence,clause,phrase,or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
5 resolution.
6 SECTION 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
7 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
