3 A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF
4 LITTLE ROCK, ARKANSAS, TO UTILIZE FEDERAL-AID CARBON
5 POLLUTION REDUCTION PROGRAM FUNDS FROM METROPLAN
6 FOR ROSE CREEK TRAIL IMPROVEMENTS; AND FOR OTHER
7 PURPOSES.

9 WHEREAS,Metroplan issued a call for transportation projects from member jurisdictions for federal
10 fiscal year 2026,and the City of Little Rock will submit an application for Rose Creek Trail improvements
11 from the Arkansas River Trail at Gill Street to Rose Creek Park for consideration of grant funding; and,
12 WHEREAS,the Board of Directors understands that, if selected, Federal-aid Surface Transportation
13 Program Funds are available at 80%federal participation and 20%local match for the project; and,
14 WHEREAS,the Board of Directors has vetted the project and supports its submittal to Metroplan;and,
15 WHEREAS,this project,using federal funding,will be open and available for use by the general public
16 and maintained by the applicant for the life of the project.
17 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. The Board of Directors pledges its full support and hereby authorizes the Arkansas
20 Department of Transportation and Metroplan to initiate action to implement this project.
21 Section 2. The Board of Directors hereby agrees to include the local match requirements within its
22 street and drainage capital improvement budget for federal fiscal year 2026 and subsequent years as
23 necessary.
24 Section 3. The Board of Directors will participate in accordance with its designated responsibility,
25 including maintenance of this project.
26 Section 4. The Mayor or City Manager is hereby authorized and directed to execute all appropriate
27 agreements and contracts necessary to expedite the construction of the above-stated project.
28 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
29 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
30 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
31 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
32 resolution.
33 Section 6. Repealer.All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
34 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
