3 A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF
4 LITTLE ROCK, ARKANSAS, TO UTILIZE FEDERAL-AID SURFACE
5 TRANSPORTATION PROGRAM FUNDS FROM METROPLAN FOR
6 KANIS ROAD IMPROVEMENTS; AND FOR OTHER PURPOSES.

8 WHEREAS,Metroplan issued a call for transportation projects from member jurisdictions for federal
9 fiscal year 2026,and the City of Little Rock will submit an application for Kanis Road Improvements from
10 Gamble Road to Cooper Orbit Road for consideration of grant funding;and,
11 WHEREAS,the Board of Directors understands that, if selected, Federal-aid Surface Transportation
12 Program Funds are available at 80%federal participation and 20% local match for the project; and,
13 WHEREAS,the Board of Directors understands that Federal-aid Funds are available for this project
14 on a reimbursable basis, requiring work to be accomplished and proof of payment provided prior to actual
15 monetary reimbursement, and,
16 WHEREAS,the Board of Directors has vetted the project and supports its submittal to Metroplan;and,
17 WHEREAS,this project,using federal funding,will be open and available for use by the general public
18 and maintained by the applicant for the life of the project.
19 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 SECTION 1. The Board of Directors pledges its full support and hereby authorizes the Arkansas
22 Department of Transportation and Metroplan to initiate action to implement this project.
23 SECTION 2. The Board of Directors hereby agrees to include the local match requirements within its
24 street and drainage capital improvement budget for federal fiscal year 2026 and subsequent years as
25 necessary.
26 SECTION 3. The Board of Directors will participate in accordance with its designated responsibility,
27 including maintenance of this project.
28 SECTION 4.The Mayor or City Manager is hereby authorized and directed to execute all appropriate
29 agreements and contracts necessary to expedite the construction of the above-stated project.
30 SECTION 5. Severability. In the event any title,section,paragraph, item, sentence,clause, phrase,or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
33 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
34 resolution.

1 SECTION 6. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
2 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
