Single Family Residential Side and rear building setback lines as shown on the plat Pipe -stem lots PROPOSAL RE UEST: This propos61 consists of a preliminary plat filing for thirty single family lots adjacent to the golf course in Chenal Valley. The development format consists of five private cul-de-sacs along Chenal Valley Drive. EXISTING CONDITIONS: The existing land area is undisturbed at this time with natural foliage in place. There are collector streets in place adjacent to the subdivision plat on one side, with the Chenal Golf Course on the north side. ENGINEERING COMMENTS: The proposed private streets should be a minimum of 24 feet wide, designed and constructed to confirm to minor residential standards. The excavation ordinance does apply. D. ISSUES/LEGAL/TECHNICAL/DESIGN: 1. The use and maintenance of several islands within the street right-of-way should be clarified and/or their placement within the Bill of Assurance assured for future maintenance. 1 February 25, 1992 SUBDIVISION ITEM NO.: 2 Continued FILE NO.: 5-867-U 2. The applicant should ask for a pipe -stem lot waiver. }' 3. To clarify the building line location and street easement width on the plat. 4. To show source of street dedication as required -by the ordinance. 5. To show proposed PAGIS Monuments in the plat boundary. 6. To explain and show the typical street cross-section on the plat for private easements. E. ANALYSIS• The Planning staff finds very little to comment on in connection with this preliminary plat. There are several missing items concerning the plat that we feel require additional work on the part of the developer and engineer. This does include the request for waiver of a pipe -stem lot, and all items required by the Ordinance which should_be included on the plat. F. STAFF RECOMMENDATIONS: Staff recommends approval of the preliminary plat subject to the resolution of the above items and submission of the corrected plat before the Planning Commission meeting. SUBDIVISION COMMITTEE COMMENT: r (FEBRUARY 6, 1992) The application was represented by Mr. Joe White, the engineer on the project. A short discussion of the preliminary plat was held. Mr. White received the checklist from the Planning staff that includes all required information that should be included on the plat. He agreed to submit a revised plat prior to the Planning Commission meeting. He also agreed to ask for a waiver of the pipe -stem lots. Jerry Gardner of Public Works indicated the proposed street should be a minimum of 24 feet wide with a 45 foot easement. Mr. White agreed to make the changes as suggested by the Engineering staff. Mr. White also agreed to move the front building lines to meet the Ordinance standards. The matter was forwarded to the full Commission for a final recommendation. 2 February 25, 1992 SUBDIVISION ITEM NO.: 2 Continued FILE NO.: S-867-U PLANNING COMMISSION ACTION: (FEBRUARY 25, 1992) There were no objectors present. Staff recommended approval of the preliminary plat with an approval recommendation of waivers. The applicant, Mr. White, was in attendance. After a brief discussion, the Commission determined it appropriate to approve this item as recommended by staff. PROPOSAW REQUEST: This proposal consists of a preliminary plat filing for thirty single family lots adjacent to the golf course in Chenal Valley. The development format consists of six private cul-de-sacs along Chenal Valley Drive. B. EXISTING CONDITIONS: The existing land area is undisturbed at this time with natural foliage in place. There are collector streets in place adjacent to the subdivision plat on one side, with the Chenal Golf Course on the north side. C. ENGINEERING COMMENTS: The Civil and Traffic Engineering sections of the Public Works Department have reviewed the plans presented and accept the designs as safe and functional. D. FIRE DEPARTMENT COMMENTS: The Fire Department has reviewed the street design plans and has determined that there is no problem with emergency vehicle access. 1 FILE NO.: S-867-U (Continued) STAFF RECOMMENDATIONS: Staff recommends approval of the variance as requested and specifically illustrated on the preliminary plat as revised. 1.
