PROPOSAL/REQUEST: This proposal consists of a preliminary plat filing for 84 single family homes with a single point of access on a closed loop street system. 1 January 30, 1990 SUBDIVISION Item No.1 (Continued) B. D. _I.S.SUESAEGAL/TECHNICAL[DESIGN: There are several issues of concern relative to the establishment of this neighborhood, the first being public street dedication to the City of Little Rock. According to Planning department records, the collector street system has not been dedicated to the City of Little Rock as a public street system. Therefore, this plat does not have legal access. Tract A, a border parcel to this plat, should be identified and included in the Bill of Assurance for purposes of maintenance. There are a number of plat elements missing on this preliminary plat. These include the source of title and book and page on the ownership, Bill of Assurance, and many other pointed out in our list on the first page. E. ANALYSIS: The staff review of this preliminary plat indicates few design issues. The several points made in Items C and D above are the primary concerns of the Planning and Engineering departments. The street system to serve this area of the City is an important system. We feel that an area as large as Chenal Valley needs to be monitored with all interconnection of the various residential pockets. The primary purpose of this monitoring would be to assure that segments of critical collectors or arterial streets are not left undeveloped at a time when traffic will require their placement. 2 January 30, 1990 SUBDIVISION Item No. 1 (Continued) - This plat is a conventional subdivision plat. The submittal contains many deletions or omissions from the ordinance submittal requirements. There are many unanswered questions at this time which suggest to staff that we cannot offer a definite recommendation. F. STAFF RECOMMENDATION: The Planning staff feels that at this time the preliminary plat is not in a form to recommend approval. We would suggest a deferral of the matter until the next scheduled subdivision meeting in order to allow for resolution of the several items indicated above. SUBDIVISION COMMITTEE COMMENTS: (January 18, 1990) The application was represented by Mr. Joe White. There were several plat deficiencies discussed; these dealt primarily with the deletions or omissions from the ordinance submittal requirements. It was determined that the engineer will resolve the issues pointed out before the January 30th meeting or the plat will be deferred to the next agenda. The question of waiver for sidewalks was raised as to whether a variance was required. According to staff records, the Planning Commission has already approved the internal trail and pathway system for Chenal Valley which replaces internal sidewalks. A general discussion followed during which Jerry Gardner of the Public Works Department, in behalf of the Traffic Engineer, asked for collector street standards from the entrance of this plat to the intersection with internal loop streets. Joe White and the Public Works staff agreed to discuss the issue to determine if it is necessary to have a 60 foot right-of-way and 36 foot pavement. Mr. Gardner also pointed out that a waiver for less than 150 foot radius on residential streets will be required. Mr. White agreed to ask for the waiver. There being no further discussion, the item was forwarded to the full Commission for resolution. 3 January 30, 1990 SUBDIVISION Item No. 1 (Continued) __ PLANNING COMMISSION ACTION: (January 30, 1990) There were no objectors in attendance. The application was represented by Mr. Joe White. The staff recommended placement of this item on the consent agenda for approval. After a brief discussion, a motion was made to approve this preliminary plat with a recommendation of the two waivers to the Board of Directors. The motion to that effect was made and passed by a vote of 10 ayes, 0 noes and 1 absent. 4
