ORDINANCE DESIGN STANDARDS: 1. Compat b i l i ty_wi t.h.__Ne i ghborhood The proposed pathway system in several parts of the comprehensive plan development at present are under construction. The proposed pathway is compatible with the surrounding area. 2. On -site Review The pathway system will be connected to the adjacent preliminary plats as they develop. 1 October 31, 1989 SUBDIVISION Item No. A (Continued) 3. Signage and Crossings The proposed pathway system is a part of a unified planned environment (see note #1). The Staff perceives the plan as compatible with the surrounding area. The applicant needs to be advised that all future connectors with the adjacent preliminary plats will require additional approval of the signage and crossings. STAFF RECOMMENDATION: Approval, subject to submittal of typical signage and crossing plans to modify the current plan. SUBDIVISION COMMITTEE COMMENT: (September 7, 1989) Mr. Joe White represented the application. He described the Preliminary plat and various elements. He indicated that six foot wide pathways, a sixty foot green belt and internal trail system would be in lieu of the requirement for sidewalks. Mr. White also stated that he would like to eliminate curb cuts and install barriers to prevent motorbike users. Staff would like to have more information about the above issues before this item is sent to the Board of Directors for approval. PLANNING COMMISSION ACTION: (September 19, 1989) The applicant was present. The Commission voted 9 ayes, 0 noes, 2 absent to defer the application for six weeks as recommended by the staff, reviewed by the Subdivision Committee and agreed to by the applicant. SUBDIVISION COMMITTEE COMMENTS: (October 19, 1989) Mr. Joe White, engineer, described the changes on the revised plat. especially pointing out concerns that the Planning staff had six weeks ago. He indicated that pathways along the Chenal Parkway have already been in place. Other phases will be built after the adjacent property develops along the coll.ector streets. Staff suggested setting up a master file to follow up with future pathway construction. 7 October 31, 1989 SUBD IV. I S_1 ON Item No. A _(Continued) Commissioner Perkins pointed out that legend on the preliminary plat shows sidewalks on both sides of Chenal Parkway but the cross-section shows a sidewalk on one side only. Mr. White explained that the pathways will be on both sides of Chenal Parkway and on one side along collector streets. PLANNING COMMISSION ACTI❑N: (October 31, 1989) The applicant was represented. After a brief discussion, the Commission determined it appropriate to place this item on the consent agenda for approval. A motion to that effect was made and passed by a vote of 8 ayes, 0 noes, 2 absent, 1 open position. (Staff will set up a master file to follow up with future pathway construction.) 3
