PROPOSAL/REQUEST: To plat 34 lots single family on a peninsula surrounded by a golf course utilizing a standard Bill of Assurance. B. EXISTING CONDITIONS: The site is rolling terrain with timber cover and no structural involvement. C. ENGINEERING COMMENTS: 1. Address storm water and excavation. 2. Check street names for possible conflict. 3. Show preliminary street grades and drainage. 4. Show sidewalks on residential streets and collectors. 5. Cali out waiver request. D. ISSUES/LEGAL/TECHNICAL/DESIGN: 1. Provision of a tie to a dedicated street should be reflected upon this plat. 2. Improvement standard on the access street should be noted on the plat inasmuch as it will apparently serve as a collector standard and will be a primary traffic circulator about the golf course. 3. Sidewalks are required, both internal and external, and have not been requested for waiver nor reflected upon the plat. E. ANALYSIS: This plat is a conventional subdivision plat. The submittal contains many deletions or omissions from the ordinance submittal requirements. There are many unanswered questions at this time which suggest to Staff that we cannot offer a definite recommendation as to the design or layout. There are several points in our review which, if the applicant intends to carry out, will require a variance from the Board of Directors. A formal request should be made for these variances. February 21, 1989 �. SUBDIVISION ITEM NO. 1 (Continued) The basic design is good and presents no problems except whether the street is to be private or public. Should the street be a private roadway, there are several considerations which should be applied. These are: The entry point design should be reflected to indicate the location of a structural involvement for gatehouse; The developer should indicate agreement with the Little Rock Water Works to install and contract maintain on -site water and fire protection system. As a follow up to the engineering comments above, the Staff would also like to point out that the street design includes one curve that is sub -standard. This curve should have a horizontal center line radius of 150 feet. Additionally, street lights will be required in accordance with the Subdivision Ordinance. F. STAFF RECOMMENDATION: The Planning Staff feels that at this time the preliminary plat is not in a form to recommend approval. We would suggest a deferral of the matter until the next scheduled Subdivision Hearing in order to allow for resolution of the several items indicated above. SUBDIVISION COMMITTEE COMMENTS: (February 9, 1989) Mr. Joe White of White-Daters Engineers was present representing this plat. Mr. White stated that he would follow through on making the various corrections to the preliminary plat in order to bring it into conformance with the ordinance requirements. Mr. White had questions of the Staff concerning several elements of the Staff write-up. This had to do with acceptance of a second page in his submittal providing for location of the plat as opposed to a location map on the first sheet. Staff indicated that it felt it appropriate to perhaps locate the general location map on the preliminary plat itself. Mr. White then had questions concerning the access roadway from Chenal Mountain Parkway. Staff indicated its concerns in this area had to do with the fact that the access collector street from February 21, 1989 SUBDIVISION ITEM NO. 1 {Continued}� Chenal Mountain Parkway was not now dedicated nor constructed. Staff suggested that the plat be modified to include that roadway within the boundary of this subdivision and provide for sidewalks and improvements in the required fashion. The conversation then moved to general questions between various committee members, Mr. White and the Staff; the result of which was agreement that Mr. White would, prior to 5:00 p.m. on Tuesday, February 14, complete the plat requirements and provide for an access prohibition easement along the collector road paralleling the east boundary of the plat. He would also work with the Public Works Department toward resolution of the horizontal street center line curvature pointed out by Jerry Gardner of the Engineering Staff. The last item -would be the removal of the first of the median cuts at the point of entry and provision within the Bill of Assurance of maintenance of any landscaping within the traffic islands by the neighborhood association. PLANNING COMMISSION ACTION: (February 21, 1989) There were no objectors in attendance. Mr. Joe White was present representing this subdivision. The Staff recommended placement of this item on the Consent Agenda. After a brief discussion, a motion was made to place this item on the Consent Agenda for approval as amended.
