The filing of this Bill of Assurance and plat for record in the Office of the Circuit Clerk and ex-officio Recorder of Pulaski County shall be valid and complete delivery and dedication of the easements and rights of way as shown on the said plat. I've spoken with Monte Moore and he tells me that if the utility companies have no objections this can be approved at staff level which will save my client a lot of time an expense.
